506 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, September 4, 1990, at 9:30 A.M. <br />The meeting had been rescheduled from September 3 due to the observance of Labor <br />Day. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br />The invocation was given by Reverend G. Reginald Cruse of the Lutheran <br />Church of the Redeemer. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and <br />unanimously carried, the minutes of August 6 and 13, 1990 were approved as <br />written. <br /> Mr. James F. Cook, Jr., Social Services Director, presented information <br />relative to the Z. Smith Reynolds Foundation Opportunities for Families Fund <br />(OFF), a new grant program designed to provide innovative ways to move families <br />from poverty to self-sufficiency. According to Mr. Cook, the program involves <br />planning grants in the amount of $20,000.00 as well as grants of up to $1 million <br />each over the next years to implement the program. <br /> Mr. William K. Philpot, Jr., Chairman of the Cabarrus County Advisory Board <br />of the United Way of Central Carolinas, spoke in support of the OFF grant <br />application and indicated that United Way would assist in the planning process <br />and compilation of grant proposals. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board by resolution approved the following <br />recommendations as presented by Mr. James F. Cook, Jr. <br /> <br />(1) <br /> <br />(2) <br /> <br />(3) <br /> <br />Designate the Department of Social Services as the County's <br />lead agency for the administration of the Opportunities for <br />Families Fund (OFF) Program. <br />Authorize the Department to submit to the Z. Smith Reynolds <br />Foundation by October 1 in behalf of the County a proposal for <br />an OFF program planning grant. <br />Approve the County's engaging the United Way of Central <br />Carolinas to facilitate the planning process and compile grant <br />proposals. <br /> <br /> Reverend G. Reginald Cruse, Chairman of the CROP/Walk in Kannapolis, and <br />Reverend Larry Bolick, Chairman of the CROP/Walk in Concord, presented <br />information regarding World Hunger and the CROP/Walks scheduled on October 14, <br />1990. They challenged each member of the Board to participate in the CROP/Walks <br />to raise money for the hungry. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Simmons and <br />unanimously carried, the Board adopted the following Proclamation. <br /> <br />WORLD HUNGER AWARENESS WEEK <br /> PROCLAMATION <br /> <br />WHEREAS, <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />12 to 24 percent of the world's population goes to bed <br />hungry on any given day of the year; and <br />one out of eight people in the world never has enough <br />food for good health; and <br />more than a quarter of all the world's deaths occur <br />among children under five, and many of these die from <br />malnutrition; and <br />food is a necessity for every human being and not a <br />luxury for a few, thus making World Hunger everyone's <br />problem; and <br />the way to defeat World Hunger is by educating and <br />motivating those who can help; and <br />each year throughout our nation CROP/Walks are held so <br />that Church World Service can fight the battle of World <br />Hunger; and <br />the local CROP/Walk Committee will challenge 1000 people <br />in Cabarrus County to walk on October 14 to raise money <br />for the hungry; and <br /> <br /> <br />
