However, Commissioner Moss <br />recommended that the County acquire the additional property should it become <br />available. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized the County Attorney to appraise the <br />Coy Ballard and Nancy Barrow property and negotiate with the property owners for <br />the purchase of the property by Cabarrus County. A report is to be made to the <br />Board in thirty days. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Simmons and <br />unanimously carried, the Board moved to go into executive session relative to <br />North Carolina General Statute 143-318.11(a)(4). <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board moved to return to open session. <br /> Motion was made by Commissioner Hamby and seconded by Commissioner Melvin <br />to adopt the "Resolution Establishing Written Exemption of Particular Contracts <br />for the Procurement of Architectural, Engineering, and Surveying Services <br />Pursuant to Section 143-64.32(b) of the General Statutes of North Carolina". <br />No vote was taken on this motion. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Moss and <br />unanimously carried, the Board tabled the "Resolution Establishing Written <br />Exemption of Particular Contracts for the Procurement of Architectural, <br />Engineering, and Surveying Services Pursuant to Section 143-64.32(b) of the <br />General Statutes of North Carolina" until after the executive session to allow <br />time for Board members to read the resolution. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Simmons and <br />unanimously carried, the Board moved to go into executive session relative to <br />North Carolina General Statute 143-318.11(a)(4). <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the executive session was adjourned. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with Chairman <br />Lentz and Commissioners Hamby, Moss, and Melvin voting for and Commissioner <br />Simmons voting against, the Board adopted the following Resolution. <br /> <br /> Resolution Establishing Written Exemption <br />of Particular Contracts for the Procurement of <br /> <br />Architectural, Engineering, and Surveying Services <br />Pursuant to Section 143-64.32(b) of the <br /> General Statutes of North Carolina <br /> <br /> 1. WHEREAS, upon motion on June 17, 1985, the Board of Commissioners of <br />Cabarrus County (hereinafter "the Board"), authorized the County Manager to <br />contact three or more firms to enter into competitive negotiations, to select <br />a consultant to prepare a site selection plan, an environmental impact study, <br />and an airport master plan for a proposed general aviation airport as authorized <br />by Chapter 63 of the General Statutes; <br /> 2. WHEREAS, on orabout June 17, 1985, the Cabarrus County Manager invited <br />proposals pursuant to the Board's resolution of June 17, 1985, from eight <br />potentially qualified professional services firms -- five in North Carolina, two <br />in Georgia, and one in South Carolina; <br /> 3. WHEREAS, on September 16, 1985, the Cabarrus County Manager reported <br />to the Board the recommendation of the selection of a firm from the five <br />responding, for an Airport Feasibility Study for Cabarrus County at a cost of <br />$44,908, with prospects of a 50/50 matching grant from the Aviation Division of <br />the North Carolina Department of Transportation, and further made appropriate <br />recommendations to the Board on the scope of the study; <br /> 4. WHEREAS, on September 16, 1985, the Board, upon motion, awarded the <br />contract for the Airport Feasibility Study to Wilbur Smith & Associates, Inc. <br />of Columbia, South Carolina, in the amount of $44,908, and directed that the <br />firm do a completely new study and submit a selection of three sites rated <br />according to economic feasibility and compliance with state and federal aviation <br />guidelines; and upon further motion appropriated $22,450 from the Contingency <br />Fund to be used as the County's share of the cost for the study, as authorized <br />by Chapter 63 of the General Statutes, on the understanding that $22,450 would <br />be provided through a grant from the Aviation Division of the North Carolina <br />Department of Transportation; <br /> 5. WHEREAS, subsequent thereto, on April 27, 1987, the State of North <br />Carolina adopted a model procurement policy codified as Section 143-64.31 of the <br />General Statutes which declares that: <br /> <br /> <br />
