538 <br /> <br /> The Board of Commissioners for the County of Gabarrus met in regular <br />session in the CommissionersI Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, October 1, 1990, at 9:30 A.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Chairman Lentz and Commissioner Simmons were absent for the beginning of <br />the meeting. Vice-Chairman Moss called the meeting to order and presided in the <br />absence of Chairman Lentz. <br /> The invocation was given by Reverend John A. Marlow, Executive Director of the Cabarrus <br />Arts Council, Inc., to use the County parking garage for public parking on <br />Saturday, October 27, 1990 from 10:00 A.M. to 6:00 P.M. for the Art-In-The- <br />Heart Festival. Also, the Board granted permission to the Arts Council to use <br />the County parking garage during its monthly Art Enrichment Program meetings held <br />from 10:00 A.M. to 11:30 A.M. on the first Wednesday of each month October <br />through May.
