541 <br /> <br />five percent of the proposal for all construction and repair <br />contracts and purchase contracts greater than $100,000. In the case <br />of bids on purchase contracts under $100,000, deposits will not be <br />required unless specified by the County Manager. <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with <br />Gommissioners Melvin and Hamby and Vice-Chairman Moss voting for, the Board <br />adopted the following Resolution. <br /> <br />CENTRALINA POPULATION ESTIMATE RESOLUTION <br /> <br /> WHEREAS, the Charter of the Council provides that the <br />operating expenses of the Council shall be paid from funds <br />contributed to the Council by its member governments; and <br /> WHEREAS, the annual contribution of all members is based upon <br />the duly adopted budget and assessed to each member on the basis of <br />relative population within the boundary of each member; and <br /> WHEREAS, the Charter of the Council provides for the <br />measurement of population in each jurisdiction is to be "based upon <br />the most recent U. S. Government census"; and the Council has <br />heretofore used the ten year census figures; and <br /> WHEREAS, the population of the area within the Centralina <br />region has increased rapidly in recent years, necessitating more <br />current population figures to avoid inequities in the assessment of <br />dues for Council members; and <br /> WHEREAS, the United States Bureau of the Census and the North <br />Carolina Office of State Budget and Management jointly prepare state <br />and county population estimates usually on an annual basis, and the <br />North Carolina Office of State Budget and Management prepares <br />municipal population estimates at the same time; and <br /> WHEREAS, the Council believes the use of the aforesaid <br />population estimates will more fairly and accurately reflect the <br />actual year-to-year populations of the member governments for dues <br />assessment purposes; now, therefore, the Council does by these <br />presents recommend to the member governments the following <br />resolution, to wit: <br /> <br />RESOLVED that the Charter of the Council be and it is <br />hereby amended by rewriting Paragraph A of Item IX of <br />the Charter Resolution (as revised July, 1989), to read: <br /> <br />"The general operating expenses of the Council shall be <br />paid from funds paid to the Council by each member <br />governmental unit. The annual contribution of each <br />member governmental unit shall be based upon the duly <br />adopted budget for such year and shall be assessed on <br />the basis of the population for each member. For the <br />purpose of determining the current population of each <br />governmental unit, the Council shall use either (1) the <br />Population Estimates for North Carolina Municipalities <br /> <br />and Counties prepared by the United States Bureau of the <br />Census and the North Carolina Office of State Budget and <br />Management and published from time to time or (2) the <br />official 10 year census figures. The current population <br />estimates are the most recent estimates available using <br />either (1) or (2) above, on the date the annual dues for <br />member governments is determined by the Council." <br /> <br /> This recommendation was adopted by the Centralina Council of <br />Governments, upon recommendation of the Executive Committee, at its <br />meeting duly held September 12, 1990. <br /> Upon the recommendation of the Centralina Council of <br />Governments, the undersigned does hereby certify that the foregoing <br />Charter Amendment was adopted by this jurisdiction at its meeting <br />on October 1, 1990, at which a quorum was present and acted. <br /> <br />/s/ Frankie F.
