<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental
<br />Center in Concord, North Carolina, on Monday, October 15, 1990, at 7:00 P.M.
<br /> Present Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Billy J. Simmons, Jr.
<br /> Absent - Commissioner: Martha H. Melvin
<br /> The invocation was given by Reverend Frank L. Hare of the Calvary Assembly
<br />of God.
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Moss with
<br />Commissioners Simmons, Moss, and Hamby and Chairman Lentz voting for, the minutes
<br />of October 1, 1990 were approved as written.

<br />NEW BUSINESS - ZONING ATLAS AMENDMENTS
<br />
<br /> At 7:00 P.M., Chairman Lentz stated that this was the date and hour
<br />scheduled for a public hearing regarding proposed Zoning Atlas amendments. Dr.
<br />Nancy Randall, Planning Board Chairman, presented each of the proposed amendments
<br />as recommended by the Planning Board. Mr. Jonathan Marshall, Planner, presented
<br />the Staff Analysis for each petition and reviewed the location of each of the
<br />areas proposed for rezoning. Public input was received prior to action by the
<br />Board.

<br />Petition 90-12. Henry and Pat Duncan, Hilton Lake Road, Map/PIN 5632-69-
<br />3930. Wish to rezone from R-30 to ARR. The Planning Board voted 4-0 to
<br />recommend approval of this petition. The petition was tabled from the
<br />September 17, 1990 Commissioners' meeting.
<br />
<br /> Mrs. Pat Duncan, petitioner, asked to withdraw Petition 90-12 at this
<br />time.
<br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz with
<br />Commissioners Moss, Hamby, and Simmons and Chairman Lentz voting for, the Board
<br />accepted the withdrawal of Petition 90-12 by Mrs. Pat Duncan.

<br />Petition 90-14. Harvey, Barrow, and Fink, Poplar Tent Road and Eva Drive,
<br />part of Map/PIN 5610-89-3443. Wish to rezone from R-15 to C-3. The
<br />Planning Board voted 4-0 to recommend approval of this petition.
<br />
<br /> Mr. Jim Scarbrough, Attorney representing the property owners, requested
<br />the rezoning in order for the owners to replace the existing Gulf sign at the
<br />service station with a BP (British Petroleum) sign.
<br /> There was no one present to speak in opposition to the rezoning request,
<br />and Chairman Lentz closed the public hearing for Petition 90-14.
<br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with
<br />Commissioners Moss, Hamby, and Simmons and Chairman Lentz voting for, the Board
<br />approved Petition 90-14 by Harvey, Barrow, and Fink to rezone property on Poplar
<br />Tent Road and Eva Drive, part of Map/PIN 5610-89-3443, from R-15 to C-3.

<br />NEW BUSINESS
<br />
<br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., presented an
<br />uncertified bid tabulation of bids received on October 11, 1990 for the Coddle
<br />Creek Reservoir Project. The three apparent low bidders for Part A, Coddle Creek
<br />Dam and Reservoir, and Part B, North Carolina Highway 73 Relocation, were as
<br />follows:
