5'56 <br /> <br />adopted the recommendation of the County Attorney relative to the release of <br />information requested by Mr. Charles D. McGinnis. Pursuant to North Carolina <br />General Statute 132-1.1, the release of information as authorized by the Board <br />was as follows: <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />Ail billings for the retainer and water and sewer utility and <br />district accounts with any necessary editing to prevent a <br />breach of confidentiality. <br />Any other billings prior to January 1, 1990 with minimal <br />editing. <br />For the general, airport or Coddle Creek accounts, from <br />approximately January 1, 1990 forward, the dates, time <br />expended and charge extension with no detail to be released <br />until the confidential aspect of these projects is resolved <br />or completed. <br /> <br /> Mr. Henry Waldroup, Superintendent of Water and Sewer, reviewed the bids <br />which were received on October 11, 1990 for the construction of the Ftshertown <br />sewer project. This project will consist of a sewer outfall beginning at the <br />Buffalo Creek outfall near Rainbow Drive on the northwest side of Kannapolis and <br />continuing across some industrial property to the Fishertown Community. The <br />7,909 feet of sewer will serve 54 houses and is the first phase of the Community <br />Development Block Grant for the area. He stated that the residents had indicated an <br />interest in participating in the cost of the water project and the formation of <br />a service district. According to Commissioner Simmons, the project would cost <br />approximately $600,000.00 with the residents providing 70 percent of the cost <br />and the County funding the remaining 30 percent or approximately $179,000.00. <br />Commissioners Moss and Simmons and County staff will meet with residents in the <br />Midland area during the month of October to discuss the proposed water project <br />in greater detail. <br /> Commissioner Simmons, liaison to the Cabarrus County Utilities Board, <br />asked that the Board endorse the recommendation that the Utilities Board proceed <br />with plans for a water and sewer authority and begin preparation of a charter <br />for the authority. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with <br />Commissioners Hamby, Simmons, and Moss and Chairman Lentz voting for, the Board <br />endorsed the water and sewer authority concept and agreed to review any charter <br />that may be prepared by the Utilities Board and presented to the Board at a <br />later date. <br /> Chairman Lentz announced that he would be meeting with Mr. Dennis Yates, <br />Architect for the Governmental Center, at 11:00 A.M. on Tuesday, October 16, <br />relative to the Commissioners' Meeting Room. He invited any Board member to <br />attend the meeting. <br /> Commissioner Moss reported that the Health Board had agreed to request an <br />additional public health nurse and clerk typist for the Maternity Clinic due to <br />the growing number of patients. This item will be placed on the agenda for <br />November 5. <br /> <br /> <br />
