561 <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the Board <br />approved the increase in cholesterol testing fees from $4.00 to $5.00 as <br />requested by the Cabarrus County Board of Health. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with <br />Chairman Lentz and Commissioners Hamby, Moss, and Melvin voting for, the Board <br />approved the following Contract between Coastal Emergency Services of Asheville, <br />Inc. and Cabarrus County Health Department for the provision of jail health <br />services. <br /> <br /> Cabarrus County Health Department <br /> P. O. Box 1149 <br />Concord, North Carolina 28026-1149 <br /> <br />CONTRACT <br /> <br /> AGREEMENT BETWEEN <br />Coastal Emergency Services of Asheville, Inc. <br />AND <br /> Cabarrus County Health Department <br /> <br /> This agreement is made and entered into this 1st day of <br />November, 1990, by and between Coastal Emergency Services of <br />Asheville, Inc., hereinafter referred to as the Provider, and <br />Cabarrus County Health Department, hereinafter referred to as the <br />Agency. <br /> <br />WITNES SETH : <br /> <br />Whereas, the Agency has identified a need for medical <br />consultation at the Cabarrus County Jail; <br /> Whereas, it is to the Agency's interest, the community's <br />benefit, and the enhancement of prisoners incarcerated in the <br />Cabarrus County Jail to provide medical consultation services as <br />herein specified; and, <br /> Whereas, Coastal Emergency Services of Asheville, Inc. is <br />prepared to assume the responsibility for providing medical <br />consultation services; now therefore, <br /> IT IS AGREED BETWEEN THE AGENCY AND Coastal Emergency Services <br />of Asheville, Inc. as follows: <br /> 1. It is understood and acknowledged by the parties that <br />Coastal Emergency Services of Asheville, Inc. (Provider) recruits <br />and schedules physicians to staff the Emergency Department at <br />Cabarrus Memorial Hospital; these physicians are not employees of <br />the Provider and the Provider is not engaged in the practice of <br />medicine. However, the Provider does pay the professional fees to <br />the physicians for services rendered at Cabarrus Memorial Hospital <br />Emergency Department. <br /> 2. The parties understand and acknowledge that the County's <br />objectives and entering into this agreement are to protect the <br />health and welfare of prisoners incarcerated in the Cabarrus County <br />Jail, to avoid the spread of contagious disease among such <br />prisoners, and to provide for emergency medical care for prisoners <br />as necessary for their health and welfare. <br /> 3. At the time of jail admission all prisoners will be <br />screened for health problems utilizing the receiving/screening form <br />recommended by the American Medical Association and the North <br />Carolina Medical Society. Where possible this screening will be <br />done by jailers who have completed training in first aid and CPR. <br />If appropriate and indicated by the screening, referrals will be <br />made to area physicians. <br /> 4. Daily screening clinics or sick call will be conducted by <br />a Health Department nurse, who will be a part-time employee of the <br />Health Department whose sole responsibility will be jail health <br />screenings. This nurse will refer problems requiring physician <br />examination or treatment to qualified local physicians. <br /> 5. The jail will have jailers on duty on a continuing 24- <br />hour basis who are trained in first aid and CPR to conduct routine <br />health screenings of prisoners and to respond to prisoner health <br />complaints of an urgent nature. <br /> <br /> <br />
