6O8

LENTZ: Seconded by Martha. Any other discussion. Hearing none we will vote.
Ail in favor signify by saying aye.

LENTZ, MELVIN, MOSS: Aye

LENTZ: Ail opposed "No". The second contract, "The Agreement to Construct and
Maintain Water and Sewer Lines to the Area of Cabarrus County Commonly Known as
Kings Grant" I would make that in the form of a motion. Is there a second?

MOSS: Second.

LENTZ: Ail right, we have a second. Any other comments. Hearing none, we will
vote. Ail in favor of the motion, signify by saying "aye".

LENTZ, MELVIN, MOSS: Aye

LENTZ: Ail opposed "no". Ail right, do we have to take anything on the deed
itself, any action required on the deed itself, Fletcher, any action required
on the deed itself?

HARTSELL: You will need to authorize its execution. Can you wait just a minute
please. I don't need to be short. I want to look at one thing. I think that
the Airport Agreement that the time frame, instead of...we cut it back to 5 .... I
think you probably ought to leave it at 10. The reason for that .....

MELVIN: Has he found something else?

LENTZ: No, he is saying leave it at 10

HARTSELL: Leave it at 10, even though your repayment is over 5 years, you still
have certain rights and obligations that might be beyond that

MELVIN: 10 --so leave it like it is.

MOSS: That's the way we adopted it.

HARTSELL: What did you do on the other ....

MOSS: On the other we changed the one where you got duration agreement for the
3 years to that 10 years.

HARTSELL: So you made them both 10 years.

MOSS: Right. What else you got to have for the deed.

LENTZ: I would move

HARTSELL: Wait, Wait ...You will need to authorize the Chairman to execute the
deed to the airport property.

LENTZ: I would so move on that matter. Is there a second?

MELVIN: I second.

LENTZ: Seconded by Martha. Any other discussion? Hearing none we will vote.
Ail in favor of the motion, signify by saying aye.

LENTZ, MELVIN, MOSS: Aye

LENTZ: Ail opposed. Anything else Fletcher?

RUFFIN: You might to be sure that Susie understood or has the appropriate
changes to each agreement that were made for the record.

HARTSELL: For the record, there is one change to what was written there. Both
agreements, both the Kings Grant Agreement and the Airport Agreement have 10
year durations. I believe that is correct...is it not.

MOSS: Right
