610

MOSS: What about the $3.6 million that was appropriated to the County from the
State. What do we need to do about that?

RUFFIN: Now that you no longer have the property, you need to reject that. The
grant was made to you and not Concord. Is that not correct?

SIMMONS: The contract conveys the grant.

HARTSELL: The contract speaks to that by assigning applications to Concord.
One thing that is pending. I think .... Hold on a minute...let me see. I want
to be sure.

LENTZ: Did we send letters to all entities about this exchange? I asked you
to, you know the other day, to prepare letters to whomever concerned that this
exchange was taking place and from here on it would be the Concord Airport. Did
we do that .... It may not have been necessary.

RUFFIN: I wasn't going to do it until I knew until I knew exactly what the
exchange involved. But I will do that.

LENTZ: OK. I think it would be wise

RUFFIN: I didn't .... It was still very much up in the air because Fletcher only
had a handwritten copy...So I didn't do anything. I apologize

LENTZ: We all make mistakes, I guess.

RUFFIN: That won't be my last.

HARTSELL: The documents says Cabarrus hereby designates Concord as its
successor for all purposes and continuing and concluding those applications for
permits and grants for the airport for which it had previously made or
submitted .... which it has previously made or submitted...I don't know what the
State requires.

MOSS: I think we ought to reject it and let them issue it back to Concord.

LENTZ: I believe just take no action on it and let it work itself out. I've
acted enough. I think.. You got a different

HARTSELL: What do you think, Jeff?

BARNHART: .......

LENTZ: I had forgotten ..... thank you .... what do you recommend...

MELVIN: Mr. Chairman, I would like to say that I have thoroughly enjoyed
working with you guys, especially to thank Susie. So have a good holiday and
I will see you later.

LENTZ: Jeff, I think you are the only electee here. Best of luck to you...
BARNHART: I appreciate it.
LENTZ: Having no other business

HARTSELL: I think that you might want to say that pursuant to the contract you
assign the proposed grant to the City... I think it says that but I think you
may as well express it

LENTZ: I would so move on that recommended recommendation by the.., by
Fletcher. Any other discussion. I need a second

MOSS: Second

LENTZ: Have a second...Any other discussion.. Having none, we will vote. Ail
in favor of the motion, signify by saying aye.

LENTZ, MELVIN, MOSS: Aye
