629 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room of the Cabarrus County Governmental <br />Center in Concord, North Carolina on Friday, December 14, 1990, at 3:00 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br />Commissioner Carpenter was absent for the beginning of the meeting. <br />Chairman Simmons reported that a question had been raised relative to the <br />action taken by the Board during a meeting on December 11 at McCabe's Restaurant <br />which is located in Rowan County. The recessed meeting on that date had been <br />convened immediately following a liaison committee meeting which included <br />representatives from Cabarrus County, the municipalities, and the school boards. <br />Mr. Fletcher L. Hartsell, Jr., County Attorney, explained that the North Carolina <br />General Statutes permit a board of county commissioners to meet in another county <br />in connection with another public body. However, in order to clear up any <br />question regarding the action taken by the Board during that recessed meeting, <br />he recommended that the Board ratify its action of December 11 to send a letter <br />to Mayor Bernie Edwards relative to the airport. <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with <br />Chairman Simmons and Commissioners Barnhart and Payne voting for and Commissioner <br />Hamby voting against, the Board ratified the letter dated December 11, 1990 to <br />Mayor Bernie A. Edwards and signed by Chairman Simmons. The letter is recorded <br />in the minutes of the December 11, 1990 meeting. <br /> Chairman Simmons requested that the Board review the Suggested Rules of <br />Procedure for Boards of County Commissioners and note any rules with which they <br />have a problem. Those rules will be compiled and discussed by the Board during <br />January. <br /> Chairman Simmons announced that Judge James C. Davis had issued a Temporary <br />Restraining Order relative to the airport. This Order had been issued upon a <br />Complaint and Motion filed by the City of Concord. <br /> Chairman Simmons recessed the meeting for five minutes and reconvened the <br />meeting in the Commissioners' Conference Room. Commissioner Carpenter arrived <br />and was present for the remainder of the meeting. <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., and Mr. Henry <br />Waldroup, Superintendent of Water and Sewer, presented the proposed Five Year <br />Capital Improvement Program and Ten Year Needs Assessment for water and sewer <br />services in the county. During his introductory remarks, Mr. Watson emphasized <br />that the proposed projects were designed to provide the basic water and sewer <br />infrastructure in Cabarrus County and did not include distribution and collection <br />lines to serve individual homes. He also pointed out that the costs for a <br />majority of the projects had been allocated over a number of years. He addressed such <br />options as the use of water from the Black Run Creek Reservoir to serve the <br />eastern portion of the county, the purchase of water from the City of Kannapolis <br />to serve those residents north of Interstate 85, and the construction of aWater <br />treatment plant at Coddle Creek.
