631 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Gabarrus County Governmental <br />Center in Concord, North Carolina on Monday, December 17, 1990, at 6:30 P.M. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Kenneth F. Payne <br /> The invocation was given by Reverend Tom Anderson, Assistant Pastor of the <br />First Baptist Church in Concord. <br /> Chairman Simmons deferred the adoption of the minutes for the following <br />meetings: November 30, 1990 Recessed Meeting; November 30, 1990 Special <br />Meeting; December 3, 1990 Regular Meeting; December 11, 1990 Recessed <br />Meeting. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Mr. Tarry Gautney, Landfill Manager, reviewed the request to establish a <br />recycling tipping fee exemption policy which would require private citizens to <br />have recyclable material or pay a tipping fee for items brought to the Landfill. <br />He noted that the pilot curbside recycling program began in the county on <br />December 3 and that the proposed exemption policy was an effort to get private <br />individuals to recycle. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Simmons and <br />unanimously approved, the Board adopted the following amendment to the "Ordinance <br />Governing the Management of Solid Waste in Cabarrus County, North Carolina" to <br />be effective February 1, 1991. <br /> <br />Io SECTION XII TIPPING FEE <br /> <br />Existing Subparagraph A reads as follows: <br /> <br />Ail users of landfill, except private users hauling <br />their own personal residential garbage and rubbish, will <br />be required to pay a tipping fee according to the <br />schedule approved by the Board of Commissioners and <br />listed in Appendix C. <br /> <br />Modify Subparagraph A to read as follows: <br /> <br />Ail users of landfill shall pay a tipping fee according <br />to a schedule approved by the Board of Commissioners <br />(Appendix C). <br /> <br /> UPON MOTION of Chairman Simmons, seconded by Commissioner Carpenter and <br />unanimously carried, the Board adopted the following Exemption Fee Schedule to <br />be effective February 1, 1991 and included in Appendix C of the "Ordinance <br />Governing the Management of Solid Waste in Cabarrus County, North Carolina". <br /> <br /> EXEMPTION <br />FEE SCHEDULE <br /> <br />Vehicle Charge <br />Autos $1.00 or 1 bag* <br />Pickup $2.00 or 2 bags <br />Vans $2.00 or 2 bags <br />Autos & Trailers $2.00 or 2 bags <br />Vans/Pickup & $4.00 or 4 bags <br />Trailers <br />Any vehicle larger $10.00 or 5 bags <br />than ones listed <br /> <br /> vehicle examples: <br />(1 ton, dump, dual or tandem axle) <br /> <br />Recyclables <br />For No Charge <br /> <br />* Large Grocery Bag <br /> <br />Recyclable Materials Accepted <br />· Glass Bottles & Jars (color separated) <br />· Newspaper (inserts & paper only) <br /> <br /> <br />
