<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Payne and
<br />unanimously carried, the Board authorized Mr. Michael M. Ruffin, County Manager,
<br />to execute the Right of Way Encroachment Agreement with the Department of
<br />Transportation for the encroachment on the rights of way of public roads
<br />designated as Randolph Road, Chilton Place, and Poindexter Drive with the
<br />construction and/or extension of existing water mains.

<br />
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Carpenter and
<br />unanimously carried, the Board authorized Chairman Simmons to execute the
<br />Nonurbanized Area Public Transportation Grant Agreement, Work Order 9.9043266,
<br />Project No. 91-18-054, between the North Carolina Department of Transportation
<br />and Cabarrus County for funds under Section 18 of the Urban Mass Transportation
<br />Act of 1964, as amended. The approved budget summary for the grant was as
<br />follows:
