,645 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at 4:30 P.M. on Tuesday, December 18, 1990, in the Commissioners' <br />Conference Room at the Cabarrus County Governmental Center in Concord, North <br />Carolina. <br /> Present - Chairman: Billy J. Simmons, Jr. <br /> Commissioners: Jeffrey L. Barnhart <br /> Carolyn B. Carpenter <br /> William G. Hamby, Jr. <br /> Absent - Commissioner: Kenneth F. Payne <br /> Mr. John Page, General Services Administrator, requested funding in the <br />amount of $354,750.00 to construct an 8,100 square foot expansion to the existing <br />shop facility. This addition will be used for storage and a new building <br />maintenance shop area as well as provide approximately 2,100 square feet of <br />storage space for the Water and Sewer Department. <br /> Mr. Steve Little, Director of Parks and Recreation, reviewed the future <br />parks and recreation needs for Cabarrus County and stressed the importance of <br />acquiring the land needed for future parks. In making <br />his Capital Improvements Program request, Sheriff Canaday noted that there were <br />no refunds budgeted for the implementation of the E-911 Program as the <br />$137,000.00 initial County funding will be recovered under statutory authority <br />for this type of program. <br /> Mr. John Lentz, Health Board Chairman, and Dr. William F. Pilkington, <br />Health Director, presented the Capital Improvements Program requests for the <br />Health Department. The proposed Health Departments projects were as follows: <br /> <br />(1) Expansion of Health Department Facility $3,383,750.00 <br />(2) Construction of 5,500 square foot 530,750.00 <br /> Kannapolis Satellite Clinic <br /> Geosynthetic Landfill Liner <br /> Expansion of Animal Shelter and <br /> Purchase of New Equipment <br /> <br />(3) 1,696,000.00 <br />(4) 168,000.00 <br /> <br />Mr. Dennis Yates, Architect, reviewed the proposed plans to renovate 21,000 <br />square feet of existing space and to add 24,000 square feet to the facility. <br /> The Board received the written request for $152,087.00 for Geographic <br />Information Systems to complete a topographic mapping of the county and to <br />assemble a "soil type" and land use mapping base. <br /> The Board received the written request for funding in the amount of <br />$83,200.00 to complete the third floor of the Social Services addition which is <br />currently under construction. This additional office space would meet projected <br />space needs for the next seven years and bring the Department into compliance <br />with Federal/State space requirements. <br /> The Board agreed to meet at 4:30 P.M. on Thursday, December 27, at 4:30 <br />P.M. to receive the Capital Improvements Program requests for the Kannapolis <br />City Schools. <br /> UPON MOTION Chairman Simmons, seconded by Commissioner Carpenter with <br />Chairman Simmons and Commissioners Carpenter, Barnhart, and Hamby voting for, <br />the Board approved on second reading the amendment to the "Ordinance Managing <br />Solid Waste in Cabarrus County, North Carolina" with the exception of Section <br />5, Solid Waste Transportation.
