649 The Board of Commissioners for the County of Cabarrus met in recessed session in the Commissioners~ Conference Room at the Cabarrus County Governmental Center in Concord, North Carolina om Monday, December 31, 1990, at 9:45 A.M. Present Chairman: Billy J. Simmons, Jr. Commissioners: Jeffrey L. Barnhart Carolyn B. Carpenter William G. Hamby, Jr. Kenneth F. Payne In the absence of the Clerk, the minutes were recorded by Mr. Michael M. Ruffin, County Manager. Chairman Simmons called the meeting to order at 9:57 A.M. Commissioner Carpenter was absent for the beginning of the meeting. It was agreed that the two school systems would present the Schools Capital Improvement Program requests on January 10, 1991 at 4:30 P.M. and that the Department of Social Services would present information relative to the Job Opportunities and Basic Skills (JOBS) Training Program at a meeting on January 14, 1991 at 4:30 P.M. Chairman Simmons recessed the meeting at 10:05 A.M. for Board members to travel to the Courthouse to attend the hearing on the preliminary injunction for the airport. Commissioner Payne left the meeting at this time and Commissioner Carpenter joined the Board members at the Courthouse. Chairman Simmons reconvened the meeting at 1:25 P.M. at the Courthouse. UPON MOTION of Chairman Simmons, seconded by Commissioner Barnhart with Chairman Simmons and Commissioners Barnhart, Carpenter, and Hamby voting for, the Board moved to go into executive session to confer with counsel and to discuss Planning and Zoning Commission nominees (Gerald Nichols, Ken Olio-Mills, Eddie Moose, Barry Wicker, and Janice Harkey). UPON MOTION of Chairman Simmons, seconded by Commissioner Hamby with Chairman Simmons and Commissioners Hamby, Barnhart, and Carpenter voting for, the executive session was adjourned. No report was given on the executive session. There being no further business to come before the Board, the meeting was adjourned at 2:21 P.M. Clerk to the Board
