The Youth Commission will be comprised of two youth from the following high schools: A.L. <br />Brown High School, Central Cabarrus High School, Concord High School, Cox Mill High <br />School, Hickory Ridge High School, Jay M. Robinson High School, Mount Pleasant High <br />School, and Northwest High School. There will be four additional students (Council) serving as <br />at -large members from the following schools: Performance Learing Center, Early College, <br />Opportunity High School, and private or homeschools. There will be a total of 20 youth serving <br />on the Youth (Council) Commission. Members shall serve without compensation. <br />Redistricting <br />Should a member of the Youth (Council) Commission be redistricted to another school, he/she <br />will be able to complete the term for which he/she was appointed. Further, if a student moves <br />within Cabarrus County, he/she will be able to complete his/her tem. Youth Commissioners <br />moving out of County will not be allowed to retain their seat as they are no longer youth citizens <br />of Cabarrus County. <br />Election of Officers <br />Officers (will) shall be elected using a written ballot. A quorum must be present at the meeting <br />(half of the current membership plus one) for an election to be valid). Candidates may give a <br />speech of three minutes or less on the day of the elections. The following offices (will) shall be <br />filled: <br />- President: The President will preside over general meeting and confer with the <br />Advisor about the agenda prior to meetings. The President will oversee committees and <br />notify members about meetings and events. Preference for nominations for president will <br />be given to those youth commissioners serving the second year of their tem. <br />- Vice President: The Vice President will preside over meetings in the absence of the <br />President and assist the President in overseeing committees. <br />- Secretary: The Secretary will keep attendance and take minutes during meetings. <br />- Historian: The Historian will take photographs of members at events and share with <br />Advisors. This Historian will help compile a visual newsletter for County Commissioners. <br />- Treasurer: The Treasurer will keep financial records of the Youth Commission from <br />both travel and spending accounts. <br />- Parliamentarian: The Parliamentarian will assist youth presiding over the meeting to <br />maintain order and govern meetings according to Parliamentary procedure. <br />Committees <br />The following committees (will) shall be established: <br />- (Recruitment and Application Committee) Membership Committee: Responsible for <br />seeking new members for the Youth (Council) Commission and reviewing applications, <br />conducting interviews, and making recommendations to the (Council) Youth Commission <br />Attachment number 1 \n <br />F-2 Page 42 <br />
