'ISBURG <br />ABOUT THE PLAN <br />PROJECT OVERVIEW <br />As development pressure increases with <br />regional growth, the Town of Harrisburg <br />and Cabarrus County receive increasingly <br />frequent requests for development <br />approvals and face important decisions <br />regarding public investments in <br />infrastructure and services. To inform <br />those critical decisions,Town and County <br />leaders chose to engage in a joint planning <br />process to establish a vision for the future <br />of the Harrisburg Area (Planning Area) <br />along with a policy guide. <br />The Harrisburg Area Land Use Plan <br />(HALUP) was originally adopted in 2010. <br />Since then, the US has emerged from the <br />Great Recession. Economic recovery <br />coupled with the completion of 1-485 and <br />the high speed rail corridor improvements <br />has put the Planning Area on the radar <br />of both investors and conservationists. <br />An update to the original plan, this plan <br />acknowledges more current circumstances. <br />k defines a direction forfuture growth and <br />development in and around Harrisburg. It <br />is a policy documentthat conveys a future <br />vision and the steps to achieve that vision. <br />The plan is intended to clearly reflect the <br />community's expectations and desires, and <br />to guide decisions of Cabarrus County <br />staff, Harrisburg town staff, appointed <br />and elected officials, developers, and <br />others involved in local development - <br />related activities and conservation efforts. <br />More importantly, the plan is intended <br />to facilitate consistency in the decision- <br />making that affects this area, which <br />is governed by the two jurisdictions. <br />Such decisions include those related to <br />development proposals for properties <br />within the study area, regulatory changes, <br />and public infrastructure investments. <br />All such decisions should support the <br />implementation of the plan. <br />G-1 Page 127 <br />
