Memo <br />To: Cabarrus County Board of Commissioners <br />From: Susie Morris, AICP, CZO, Planning and Zoning Manager <br />co File <br />Date: 6/18/2018 <br />Ra Proposed Adoption of the Harrisburg Area Land Use Plan Update (PLOTHER201&00001) <br />• Cabarrus County and the Town of Harrisburg have partnered to plan the Harrisburg Planning <br />Area of the county for several years. The plan was last updated in 2010. <br />• The County and Town partnered in 2017 to review and update the exisfing Harrisburg Area <br />Land Use Plan to better reflect current market condifions and land supply. <br />• As part of the update process, an Advisory Committee was formed to oversee the process and <br />to provide input and direction to Staff and the consultants working on the project. Cabarrus <br />County had three representatives on the Committee with two alternate members Tilling in as <br />needed. Cabarrus County was fully represented at all four of the Advisory Committee <br />meetings. Commissioner Kiger also participated in the process as the Planning and Zoning <br />Commission liaison. <br />• The project provided multiple opportunifies for public input, including in person engagement <br />sessions (4) and on-line surveyopportunifies (2). Town and County Staff used social media <br />(Twitter, Facebook, County newsletter and Channel 22 programming) to solicit input from <br />citizens for the proposed plan and to encourage participation in the planning process. <br />• As a result of the efforts by the county and the town to encourage public engagement, there <br />were close to 200 in person contacts at the public meetings and over 450 on-line survey <br />responses. <br />• Using citizen input and area analysis, the Advisory Committee, Consultants, and Staff <br />formulated a draft plan that recognizes existing land use patterns as well as future <br />opportunities for new or expanded land use. <br />• The final draft plan was presented at ajoint meeting of the Cabarrus County Planning and <br />Zoning Commission and the Town of Harrisburg Planning and Zoning Board on May 16, 2018. <br />• The Town of Harrisburg Planning and Zoning Board voted on May le'to make a <br />recommendation to the elected officials for approval of the draft plan.
