20. Improve policies within the Child Care Fraud Area to hold harmless counties in pursuit of <br />fraudulent activities by clients. <br />21. Support local input and citizen involvement through requiring a referendum prior to <br />legislative action to redistrict county commission boards. <br />22. Maintain the 1115 Waiver to provide NC Medicaid Cost Report Settlements to municipal <br />EMS agencies. <br />23. Pursue Medicaid reimbursement options for community paramedic services. <br />24. Continue to support NCACC goal TF -5 "Support legislation to restore state aid funding of <br />public libraries to the pre -2011 level of $15.7 million and eliminate special provisions that <br />distribute state aid outside of the equitable formula developed by the State Library <br />Commission. <br />25. Oppose any shifts of charter school capital costs to counties. <br />26. Support the adjustment of local contributionsto matchthe servicesthat charterschools are <br />required to provide. <br />27.
