CABARRUS COUNTY DEVELOPMENT ORDINANCE CHAPTER 16 -FLOOD DAMAGE PREVENTION SECTIOND. COMPLIANCE No structure or land shall hereafter be located, extended, converted, altered, or developed in anyway without full compliance with the terms of this ordinance and other applicable regulations. SECTIONE. ABROGATION AND GREATER RESTRICTIONS This ordinance is not intended to repeal, abrogate, or impair any existing easements, covena , or deed restrictions. However, where this ordinance and another conflict or overlap, whichever imposes the more ngent restrictions shall prevail. SECTION F. INTERPRETATION In the interpretation and application of this ordinance, all provisions shall be: (a) Considered as minimum requirements; (b) Liberally construed in favor of the Board of Q (c) Deemed neither to limit nor repeal any other SECTIONG. ADMINISTRATOR The ZongWrininiffor or his/her designee, hereinafter referred to as the Floodplain Administrator, is hereby appointed to administ lement the provisions of this ordinance. In instances where the Floodplain Administrator receives assistance fro inWers to completetasksto administer and implement this ordinance, the Floodplain Administrator shall be responsible for the coordination and community's overall compliance with the National Flood Insurance Program and the provisions of this ordinance. SECTION B. FLOODPLAIN DEVELOPMENT APPLICATION, PERMIT AND CERTIFICATION REQUIREMENTS (1) Application Requirements.
