Consistency Statement for Proposed Amendment to the Cabarrus County <br />Development Ordinance <br />TEXT2018-00003 and TEXT2018-00004 <br />Having reviewed and considered the Proposed Amendments TEXT2018-00003 and TEXT2018-00004, the <br />accompanying documents, the staff analysis, comments from the general public, and the <br />recommendation from the Cabarrus County Planning and Zoning Commission, the Cabarrus County <br />Board of Commissioners adopts this statement of consistency. <br />The Proposed Amendments are consistent with the Small Area Land Use Plans (Plans) because the Plans <br />seek to create a safe and healthy community, to preserve open space, to create expanded housing <br />options, and to encourage economic development. <br />The Proposed Amendments are reasonable and in the public interest because: <br />TEXT2018-00003-The proposed amendment to Chapter 10 will allow flexibility for new non-residential <br />development in unincorporated Cabarrus County while still seeking to maintain public safety. The <br />proposed amendment to Chapter 14 will allow additional time and opportunity for recovery and <br />rebuilding for non -conforming uses after natural events such as fires or flooding. <br />TEXT2018-00004-The proposed amendments to Chapter 2 and Chapter 7 will generate additional <br />opportunities for aging in place by providing secondary housing options that are in keeping with the size <br />and scale of the existing structure. This approach allows for gentle density increases as needed without <br />negatively impacting overall neighborhoods. The proposed amendment also allows additional use of <br />individual lots that may have otherwise been restricted due to building placement and size. <br />For the reasons set forth above, the Planning and Zoning Commission recommends that the Cabarrus <br />County Board of Commissioners consider adopting proposed amendments TEXr2018-00003 and <br />TEXT2018-00004. <br />For the reasons set forth above, the Cabarrus County Board of Commissioners hereby adopt this <br />Statement of Consistency and approve TEXT2018-00003 and TEXr2018-00004. <br />Signed this day of 2018. <br />Chair of the Cabarrus County Board of Commissioners <br />Clerk to the Board of Commissioners <br />Page 234 <br />
