November 6, 2017 (Work Session) Page 3344 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina on Monday, November 6, 2017 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Terri Lea Hugie, <br />Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Closed Session: <br />Closed Session - Pending Litigation, Acquisition of Real Property and Personnel <br />Matters <br />UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the agenda as amended. <br />Chairman Morris stated Commissioner Poole was not present due to illness. <br />Discussion Items - No Action <br />Countv Manacer - Cabarrus Countv 2017 Fair Update <br />Kate Sharpe, Fair and Events Director presented an update on the 2017 <br />Cabarrus County Fair. Items addressed included attendance and revenues. She <br />reported revenues were down; however, the Fair was able to pay for itself with <br />the revenues collected. Despite this factor and the weather, Ms. Sharpe <br />announced that the Fair was a success. <br />Discussion Items for Action at November 20, 2017 Meeting <br />Proclamation - World Pancreatic Cancer Day 2017 <br />Chairman Morris announced that a request was made for the Board of <br />Commissioners to adopt a proclamation recognizing World Pancreatic Cancer Day <br />on November 16, 2017 in order to bring attention to this cancer and the need <br />for a cure. He then read the proclamation aloud. <br />UPON MOTION by Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON INION by Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board adopted the World Pancreatic Cancer Day 2017 <br />Proclamation. <br />Proclamation No. 2017-18 <br />World Pancreatic Cancer Day 2017 Proclamation <br />WHEREAS, in 2017, an estimated 53,670 people will be diagnosed with pancreatic <br />cancer in the United States, and 43,090 will die from the disease; and <br />WHEREAS, pancreatic cancer is one of the deadliest cancers, is currently the <br />third leading cause of cancer death in the United States, and it is <br />projected to become the second leading cause around 2020; and <br />WHEREAS, pancreatic cancer is the only major cancer with a five-year relative <br />survival rate in the single digits, at just 9 percent; and <br />WHEREAS, when symptoms of pancreatic cancer present themselves, it is generally <br />in later stages, and 71 percent of pancreatic cancer patients die <br />
