November 20, 2017 (Regular Meeting) <br />(C) RECOGNITIONS AND PRESENTATIONS <br />Page 3350 <br />(C-1) Department of Human Services - Transportation Performance Award <br />Bob Bushey, Department of Human Services (DHS) Transportation Manager, <br />announced the Department of Human Services Transportation was awarded 18i place <br />in the Community Transportation category of the Performance Excellence award <br />from the North Carolina Department of Transportation. He recognized the <br />following employees in attendance for their contributions in connection with <br />the award: Stan Parnell, Jessica Hilley, Jane Smith, Valonda Sheer, Ilene Gray, <br />Annette Williams and Alyssa Eudy. <br />Chairman Morris commended the Transportation Department for this <br />accomplishment and also for their daily service to the community. <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:39 <br />p.m. He stated each speaker would be limited to three minutes. <br />With there being no one to address the Board, Chairman Morris closed that <br />portion of the meeting. <br />(E) OLD BUSINESS <br />(E-1) Solid Waste Ordinance Acknowledging Solid Waste Collection and Disposal <br />Franchise <br />Kevin Grant, Sustainability Manager, stated this is the second reading <br />for the Solid Waste Collection and Disposal Franchise agreement. <br />UPON MOTION by Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board adopted the second reading of the ordinance <br />acknowledging the Solid Waste Collection and Disposal Franchise Agreement with <br />Republic Services of Charlotte, and awarding the Franchise Agreement to Republic <br />Services of Charlotte through December 31, 2022. <br />Ordinance No. 2017-65 <br />Second Reading <br />ORDINANCE GRANTING AN EXCLUSIVE SOLID WASTE MANAGEMENT <br />FRANCHISE TO BFI WASTE SERVICES, LLC, dba REPUBLIC SERVICES OF CHARLOTTE <br />FOR SOLID WASTE COLLECTION AND DISPOSAL <br />BE IT ORDAINED by the Board of Commissioners of the County of Cabarrus in <br />accordance with N.C.G.S. 160A, Article 20, N.C.G.S. 153A-96 and 153A-136 <br />N.C.G.S. 160A, Article 16, N.C.G.S. 130A, Article 11 of the North Carolina <br />General Statutes and all other applicable state and local law and ordinances <br />and upon application of BFI Waste Services, LLC dba Republic Services of <br />Charlotte for Solid Waste Collection and Disposal Services, is hereby granted <br />an exclusive solid waste management franchise to operate within Cabarrus County <br />strictly subject to the terms and conditions set forth in: <br />BE IT FURTHER ORDAINED that the franchise shall be effective and is granted for <br />a period of five (5) years beginning January 1, 2018, and expiring December 31, <br />2022 upon final adoption after two readings. <br />Approved and adopted in consecutive regular meetings of the Cabarrus County <br />Board of Commissioners on October 16, 2017 and November 20, 2017. <br />/s/ Stephen M.
