December 4, 2017 (Work Session) Page 3376 <br />Planning and Development - Soil and Water Conservation Board - Contract for <br />Farmland Preservation Grant <br />Daniel McClellan, Resource Conservation Specialist reported the Soil and <br />Water Conservation District Board has applied for and received funding for a <br />state Farmland Preservation Grant to purchase development rights for a permanent <br />agricultural conservation easement on the Michael Barrier Farm in the amount of <br />$60,146. He stated this is only a portion of the funds needed to purchase the <br />agricultural conservation easement and the next step is to apply for a federal <br />grant, which first requires the Board's approval of the state grant. He further <br />stated, in addition to the Boards' acceptance of the grant award, a budget <br />amendment and project ordinance will be required. <br />A brief discussion ensued. During discussion, Mr. McClellan and Jonathan <br />Marshall, Deputy County Manager responded to questions from the Board. <br />Cardinal Innovations Healthcare Solutions - Appointment of Board Member <br />Chairman Morris reported due to the recent takeover of Cardinal <br />Innovations Healthcare Solutions, the Board has been requested to submit a <br />Cabarrus County representative to the selection committee for the new Board of <br />Directors. <br />A brief discussion ensued <br />UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />UPON MOTION by Chairman Morris, seconded by Vice Chairman Honeycutt the <br />Board appointed Commissioner Lynn Shue as Cabarrus County's representative to <br />the Cardinal Innovations Healthcare Solutions selection committee for the new <br />Cardinal Innovations Healthcare Solutions' Board of Directors. <br />General Comments <br />Mike Downs, County Manager introduced and welcomed the new Director of <br />Human Services, Karen Calhoun. <br />Approval of Regular Meeting Agenda <br />The Board discussed the placement of the items on the agenda. <br />UPON MOTION by Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board approved the December 18, 2017 agenda as <br />follows: <br />Approval or Correction of Minutes <br />• Approval or Correction of Meeting Minutes <br />Board Organization <br />• Board of Commissioners - Election of Chairman <br />• Board of Commissioners - Election of Vice Chairman <br />• Board of Commissioners - Comments from the Chairman and Vice Chairman <br />Recognitions and Presentations <br />• Cabarrus County 225th Anniversary Resolution <br />• Dr. Martin Luther King, Jr. Day Proclamation <br />• Emergency Medical Services - Recognition at the Carolina's Paramedic <br />Competition <br />• Veterans Services - Presentation of Certificates <br />Consent Agenda <br />• Active Living and Parks - 2017 Fees and Charges Policy <br />• Board of Commissioners - Commissioner Appointments for 2018 <br />• Board of Commissioners - Resolution Establishing the board of <br />Commissioners' 2018 Meeting Schedule <br />• Department of Human Services - FY18 Home and Community Care block Grant <br />(HCCBG) Funding Plan Revision <br />• Finance - Budget Write-off of Capital Projects in the Construction and <br />Renovation Fund and the School Construction Fund <br />• Finance - Contractual Incentive payment for SMG (Cabarrus Arena) <br />
