December 18, 2017 (Regular Meeting) <br />Page 3397 <br />(F-9) Library - Policy Updates <br />Updates have been made to the Library system's Collection Development <br />Policy, Meeting Room Policy, and Rules and Regulations for Conduct in the <br />Library. All were approved by the Library Board of Trustees on November 16, <br />2017. <br />UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the policy revisions. <br />(F-10) Planning and Development - Soil and Water Conservation District Board <br />- Contract for Farmland Preservation Grant <br />The Soil and Water Conservation District Board has applied for and <br />received funding from a state Farmland Preservation Grant to purchase <br />development rights for a permanent agricultural conservation easement <br />on Michael Barrier Farm. Attached is the grant contract for approval and <br />execution. <br />Farmland Preservation supports goals of both the Board of Commissioners, <br />and the Soil and Water Conservation District Board by improving the quality of <br />life for county citizens. Permanently protecting farmland ensures the land base <br />necessary for the county's agricultural economy, while simultaneously keeping <br />the tax burden low by maximizing the amount of land acreage where the cost of <br />county services is lowest. The project authorized is for the purpose of accumulating and <br />appropriating general fund revenues and federal and state grants <br />funds received specifically for use by the appropriate Cabarrus <br />County Department who has received the funds. <br />The officers of this unit are hereby directed to proceed with this <br />capital project within the terms of the guidelines as set forth by <br />the federal and state government, Generally Accepted Accounting <br />Principles (GAAP) and the budget contained herein. <br />
