December 18, 2017 (Regular Meeting) <br />ATTEST: <br />/s/ Terri Lea Hugie <br />Clerk to the Board <br />Page 3400 <br />(F-11) Sheriff's Office - Request to Award a Service Weapon to Deputy Charles <br />Cause Upon Retirement <br />Deputy Charles Cause retired from the Cabarrus County Sheriff's Office on <br />September 15, 2017. Pursuant to N.C.G.S. 20-187.2, it is requested that Deputy <br />Cause's service weapon (Sig Sauer P226, 40 caliber, serial number 47A042409) be <br />declared surplus and awarded to him for the price of $1.00. <br />UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board declared a service weapon (Sig Sauer P226, 40 <br />caliber, serial number 47A042409) as surplus property and awarded it to Deputy <br />Charles Cause for the price of $1.00 upon his retirement. <br />(F-12) Tax Administration - Refund and Release Reports - November 2017 <br />The Release Report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation/tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105-381. The Refund <br />Report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance <br />with N.C.G.S. 105-381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION by Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the November 2017 Refund and Release <br />Reports as submitted, including the NCVTS Refund Report, and granted authority <br />to the Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(G) NEW BUSINESS <br />(G-1) Finance - Presentation of the Fiscal Year 2017 Comprehensive Annual <br />Financial Report <br />Susan Fearrington, Finance Director presented the Comprehensive Annual <br />Financial Report (CAFR) for the fiscal year ended June 30, 2017 to the Board of <br />Commissioners. She gave a brief summary of the audit process and advised the <br />CAFR would be available on the County's website (www. cabarrus county. us). Ms. <br />Fearrington thanked Suzanne Burgess, Assistant Finance Director; Douglas <br />Brewer, Senior Accountant; the County Manager's Office and the entire Finance <br />Department staff for their assistance in completing the audit and CAFR this <br />year. She reported the County submits the CAFR each year for the Government <br />Finance Officers Association's Certificate of Achievement for Excellence in <br />Financial Reporting, stating the FY2016 report was the 32nd consecutive year <br />the award has been received. The FY2017 CAFR will also be submitted. She stated <br />the Independent Auditor's Report included a letter giving an unmodified opinion <br />on the County's financial statements. The letter also stated there were no <br />financial statement findings. <br />Ms. Fearrington then presented the following highlights of the FY17 Fund <br />Balance: <br />FY17 Total Revenues over Expenditures were $5,240,627. <br />Revenues were $10,065,490 over amended budget amounts and <br />Expenditures were $11,936,466 under amended budget amounts. Our <br />$5,240,627 change in fund balance would have been greater. However, <br />we had a Fund Balance transfer of $14,504,394 approved by the Board <br />last year during the June 30, 2016 audit presentation. <br />Each year during the audit presentation the Fund Balance in <br />excess 158 is presented to the Board and then if approved, the funds <br />are moved to the Capital Reserve Fund for Capital (non-operating) <br />projects. <br />Some of the major projects funded through last year's $14,504,394 <br />transfer were: <br />CCS - 20 mobile units $2,400,000 <br />
