January 16, 2018 (Regular Meeting) Page 3412 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Tuesday, January 16, 2018, at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman; Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Terri Lea Hugie, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Girl Scout Troop 3561 from Westford United Methodist Church conducted the <br />Flag Ceremony. Scouts participating were: Jurnee Carothers, Gabby Clinton, <br />Paityn Robertson, Peyton Ward, Brooklyn Robertson, Alaina Johnson, Julia <br />Bartels, Kristee Smith, Emily Johnson, Sydney Johnston, Amy Bartels and Kimberly <br />Lisk. <br />Pastor Rick Wilson from Concord Calvary Foursquare Church delivered the <br />invocation. <br />Chairman Morris recognized Youth Commissioner Cason Nalbone in <br />attendance. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON INION by Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of December 4, 2017 (Work <br />Session) and December 13, 2017 (Cabarrus Summit) as presented. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the agenda. <br />Additions: <br />Closed Session <br />L-1 Closed Session - Pending Litigation, Economic Development and Personnel <br />Removed: <br />H-2 Mental Health Advisory Board <br />• Item pulled and rescheduled for future date <br />Supplemental Information: <br />New Business <br />G-1 Economic Development Investment - Project M - Public Hearing 6:30 p.m. <br />• Project Overview Revised <br />• Grant Analysis <br />G-2 City of Kannapolis - Downtown Kannapolis Request Summary and Update <br />• Downtown Kannapolis Revitalization Request Summary Revised <br />• Interlocal Agreement Revised <br />UPON INION by Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Proclamation - Black History Month <br />Chairman Morris read the proclamation aloud. <br />UPON MOTION by Commissioner Shue seconded by Commissioner Blake and <br />unanimously carried, the Board adopted the Black History Month Proclamation. <br />Proclamation No. 2018-01 <br />BLACK HISTORY MONTH PROCLAMATION <br />
