January 20, 2018 (Board Retreat) Page 3429 <br />The Board of Commissioners for the County of Cabarrus met for a Board <br />Retreat at the Laureate Center at Kannapolis City Hall in Kannapolis, North <br />Carolina at 8:00 a.m. on Saturday, January 20, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area <br />Manager of Operations; and Terri Lea Hugie, Clerk to the Board. <br />Chairman Morris called the meeting to order at 8:04 a.m. <br />Welcome, Introductions and Overview <br />Mike Downs, County .Manager, welcomed board members, staff and guests to <br />the annual Board of Commissioners' retreat. <br />Financial Forecast - Tax Administration <br />David Thrift, Interim Tax Administrator, and Justin Eudy, Real Property <br />Supervisor, presented an overview of the revaluation process via a PowerPoint <br />presentation titled "Cabarrus County Revaluation: The Who, What, When, Where, <br />and Why." A video explaining the process was included in the presentation. <br />Following the presentation, Mr. Thrift and Mr. Eudy responded to questions. <br />Mike Downs, County Manager, presented a brief overview of the first <br />session of the Boards' retreat. <br />Financial Forecast - Financial Update/5-Year Plan <br />Susan Fearrington, Finance Director, and Kristin Jones, Budget Manager, <br />presented a PowerPoint presentation titled "Financial Update." There was <br />discussion throughout the presentation. <br />The topics included: <br />• Overview of Current Year: FY18 <br />• Overview of Next Year: FY19 <br />• Overview of the 5 Year Plan <br />Break <br />The Board took a short break at 9:25 a.m. The meeting resumed at 9:39 <br />a.m <br />Future Capital Imnrovement Proiects - CIP Update <br />Kyle Bilafer, Area Manager of Operations, reviewed a spreadsheet of future <br />FY19 proposed capital projects. He also provided an update on current projects. <br />Mike Downs, County Manager, and Jonathan Marshall, Deputy County Manager, <br />provided additional input. There was discussion throughout the presentation <br />with Mr. Bilafer, Mr. Downs, Mr. Marshall and Pam Dubois, Senior Deputy County <br />Manager, responding to questions from board members. <br />Break <br />The Board took a short break at 10:13 a.m. The meeting resumed at 10:25 <br />p.m <br />Stratecic Plannin <br />Jonathan Marshall, Deputy County Manager, addressed the Boards' mission, <br />vision and values statements. He reported there are refinements the Board may <br />want to consider due to the recent county branding. <br />Kasia Thompson, Outreach and Communications Manager, reviewed current, <br />brand and suggested updates to the mission, vision and values statements. <br />Mr. Marshall recommended department heads review the suggestions and <br />provide feedback at the next work session. He also recommended there be no <br />changes to the goals and then discussed the Action Plan. <br />
