February 5, 20I8 (Work Session) Page 3431 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, February 5, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area Manager <br />of Operations; and Terri Lea Bugle, Clerk to the Board. <br />Commissioner Poole and Pam Dubois, Senior Deputy County Manager, were not <br />present. Both were attending an Emerging Issues Forum in Raleigh, NC. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Discussion Items for Action <br />4-19 Finance - Cabarrus County Schools - West Cabarrus High School Unsuitable <br />Soils <br />Discussion Items for Action at February 19, 2018 Meeting <br />4-20 Human Resources - Public Safety Salary Study Results <br />Revised: <br />Discussion Items for Action <br />4-14 Emergency Medical Services - Sale of Surplus Ambulance to American <br />Transmed <br />• Updated Advertisement <br />Discussion Items for Action at February 19, 2018 Meeting <br />4-15 Emergency Medical Services - Telestroke Project <br />• Updated coversheet and budget amendment <br />Ad <br />4-18 Tax ministration - Advertisement of 2017 Delinquent Taxes <br />Closed Session <br />6-1 Closed Session - Pending Litigation, Economic Development, Acquisition of <br />Real Property and Personnel Matters <br />County Manager Mike Downs requested Item 4-19 be moved to the beginning <br />of the discussion items for action. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Child Protection and Fatality Team 2017 Report <br />Paula Yost, Cabarrus County Community Child Protection and Fatality Team <br />(CPFT) Chair, presented a PowerPoint presentation of the annual report from the <br />Cabarrus County Child Protection and Fatality Team. <br />The reported titled: "The State of our Children: A 2017 Report" included <br />the following topics: <br />• What is CPFT <br />• 2016 Child Deaths <br />• Death by Unsafe Sleep <br />• Child Abuse - DHS Numbers <br />• Efforts by the DA's Office <br />• Cardinal Updates <br />• Illustration - homelessness in children <br />
