February 5, 2018 (Work Session) Page 3439 <br />Jonathan Marshall, Deputy County Manager, requested the Board's approval <br />for the budget amendment required to purchase the property currently being <br />leased for Vietnam Veterans Park for the purchase price of $375,000. He stated <br />the County Attorney has completed the transfer documents and has prepared for <br />the closing with the Church of God Orphanage Board of Trustees. Mr. Marshall <br />requested the Board suspend its Rules of Procedure in order for the closing to <br />move forward. <br />Mike Downs, County Manager, stated the funds are coming from the sale of <br />the Park's office on Lake Concord Road with the remainder coming from the <br />Commissioner's Contingency Fund. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board suspended its Rules of Procedure in order to <br />take action on this item due to time constraints. <br />Commissioner Shue MOVED to approve the budget amendment to purchase <br />property from the Church of God Orphanage for Vietnam Veterans Park in the <br />amount of $375,000. Vice Chairman Honeycutt seconded the motion. <br />A discussion ensued regarding language to be included in the motion. <br />Commissioner Shue amended the MOTION to include approval of the purchase <br />of the property, the associated transfer costs and the appropriate budget <br />amendments. Vice Chairman Honeycutt amended. her second to the motion. <br />Ms. Fearrington requested the Boards' approval to use funds from the <br />Commissioner's Contingency Fund. The Board indicated their approval. <br />The MOTION unanimously carried. <br />County Manager - Purchase of Property for Rowan-Cabarrus Community Collage <br />Jonathan Marshall, Deputy County Manager, stated Rowan-Cabarrus Community <br />College (RCCC) has approached staff citing their need for additional property. <br />Mr. Marshall reported staff has negotiated to purchase an 8.87 acres parcel on <br />Trinity Church Road. The current owner has agreed to finance the sale with a <br />two percent annual interest rate. Therefore, a public hearing is required along <br />with the Board's approval. <br />A discussion ensued. <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board suspended its Rules of Procedure and scheduled <br />a public hearing for the purchase of property for Rowan-Cabarrus Community <br />College for Monday, February 19, 2018 at 6:30 p.m. or as soon thereafter as <br />persons may be heard. <br />Emergency Medical Services - Award of Surplus Ambulance to Concord High School <br />Fire Emergency Medical Technicians (EMT) Academy <br />Jimmy Lentz, Emergency Medical Services (EMS) Assistant Director, <br />introduced EMS Captain Jonathan Mauldin. Captain Mauldin presented a request <br />to declare an EMS Ambulance (County Asset 8276) as surplus and award to the <br />Concord High School Fire Emergency Medical Technicians (EMT) for educational <br />purposes. <br />Emergency Medical Services - Award of Surplus Ambulance to Rowan-Cabarrus <br />Community College <br />Captain Jonathan Mauldin, Emergency Medical Services (EMS), presented a <br />request to declare an EMS Ambulance (County Asset 8277) as surplus property and <br />award to the Rowan-Cabarrus Community College Emergency Medical Services <br />Educational Program for educational purposes. <br />Emergency Medical Services - Sale of Surplus Ambulance to American Transmed <br />Jimmy Lentz, Emergency Medical Services (EMS) Assistant Director, <br />reported American Transmed has expressed interest in purchasing a surplus <br />ambulance for use in transporting bariatric patients in Cabarrus County. <br />TransMed has submitted an offer of $6,250. Mr. Lentz requested the Board's <br />approval of the offer and to initiate the upset bid process in advance of the <br />next regularly scheduled Board of Commissioners meeting. <br />
