February 19, 2018 (Regular Meeting) Page 3443 <br />The Hoard of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina at 6:30 p.m. on Monday, February 19, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Terri Lea Hugie, <br />Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Chairman Morris led the Pledge of Allegiance. <br />Pastor Joe De Jesus from Concord First Assembly delivered the invocation. <br />Chairman Morris recognized Youth Commissioner Jack Lambert in attendance. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of November 6, 2017 (Work <br />Session - a technical correction that was needed), December 18, 2017 (Regular <br />Session) and January 3, 2018 (Work Session) as presented. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the agenda. <br />Additions: <br />Closed Session <br />L-1 Closed Session - Pending Litigation, Economic Development and Personnel <br />Matters <br />Moved: <br />New Business <br />G-3 Finance - Acceptance of Construction Contract Proposal for the Rowan- <br />Cabarrus Community College Advanced Technology Center <br />Moved from Consent Agenda to New Business <br />Supplemental Information: <br />New Business <br />G-3 Finance - Acceptance of Construction Contract Proposal for the Rowan- <br />Cabarrus Community College Advanced Technology Center <br />• Memo <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Emergency, Medical Services - 2017 Service Award Recognitions <br />Alan Thompson, Emergency Medical Services (EMS) Director, announced each <br />year Cabarrus County EMS recognizes a top performing full-time and part-time <br />staff member through a system of peer nomination and leadership team approval. <br />The Star of Life Award is presented to a part-time team member who demonstrates <br />great commitment to the service in the areas of system involvement, work hours <br />and professionalism. The EMS Service Award is presented to a top performing <br />full-time team member whose efforts have served to advance the level of care, <br />system reputation and community awareness. <br />Mr. Thompson recognized Dale Chandler, recipient of the 2017 Star of Life <br />Award and Christy Coley, recipient of the 2017 EMS Service Award. Be further <br />acknowledged the superior efforts delivered by all Cabarrus County EMS medics <br />every day to the citizens of Cabarrus County. Jimmy Lentz, Emergency Management <br />Services (EMS) Assistant Director, was also in attendance. <br />(C-2) H" Resources - Recognition of Carl Pless, Jr. on his Retirement from <br />Cooperative Extension <br />
