<br />A lengthy discussion ensued. During discussion, Ms. Fearrington, Mr.
<br />Crabtree, Kannapolis City Schools (KCS) Director of Business Operations, Dr.
<br />Chip Buckwell, KSC Superintendent, David Profhal, Edison Foard Project Manager
<br />and Steve Nally, Mosley Architect Senior Associate, responded to questions from
<br />the Board. Additionally, during the discussion, Ms. Fearrington advised $34,000
<br />from the furniture and fixture budget line item could be used towards the
<br />requested funds.
<br />Rowan-Cabarrus Community Collage - Purchase of Property from Crown Court, LLC
<br />Dr. Carol Spalding, President, Rowan-Cabarrus Community College (RCCC),
<br />presented a request for funding to assist in the purchase of three tracts of
<br />land totaling 16 acres located across from the road from the South Campus.
<br />Janet Spriggs, Rowan-Cabarrus Community College (RCCC) Chief Operating
<br />Officer, explained the original intent to use North Carolina Connect bond money
<br />connected the Advanced Technology Center towards the purchase, however, the
<br />State has denied the use of the bond money stating it does not meet the
<br />requirements of the bond. Therefore, Ms. Spriggs provided potential options.
<br />A discussion ensued. During discussion, Dr. Spalding, Ms. Spriggs, Pam
<br />Dubois, Senior Deputy County Manager and Susan Fearrington, Finance Director,
<br />responded to questions from the Board.
<br />Cabarrus County Youth Commission - Approval of Revised Bylaws
<br />Tracy LeCompte, 4-H Extension Agent, thanked the Board for their support
<br />of the 4-H program and youth development program. She then introduced Noopur
<br />Parikh, Youth Commission President.
<br />Noopur Parikh presented an overview of recommendations for minor changes,
<br />i.e. grammar, punctuation, etc., to the Cabarrus County Youth Commission Bylaws.

<br />Infrastructure and Asset Management - Eagle Scout Proiact Proposal
<br />Kyle Bilafer, Area Manager of Operations, introduced Eagle Scout Mark
<br />Fassett, III.
<br />Mark Fassett, III, Eagle Scout from Troop #623 in Midland, brought forth
<br />a proposed project at the Cabarrus County Animal Shelter to include wall mounted
<br />flags and a monument in memory of law enforcement K -9's.
<br />Mr. Bilafer stated Michael Miller, Infrastructure and Asset Management
<br />Director will oversee the project.
<br />A discussion ensued. During discussion, Mr. Fassett, Mr. Bilafer and Mr.
<br />Fassett's father responded to questions from the Board. Mr. Fassett's mother
<br />was also in attendance.
<br />Board of Commissioners - Resolution Amending the Board of Comaissionera' 2018
<br />Meeting Schedule
<br />Terri Lea Hugie, Clerk to the Board, stated a resolution is needed to
<br />amend the Board of Commissioners' 2018 Meeting Schedule to include the North
<br />Carolina Association of County Commissioners -sponsored Legislative meeting and
<br />the let Quarter Summit meeting, both on March 29, 2018.
<br />County Manager - Approval of Settlement, Release and Purchase Agreement
<br />Jonathan Marshall, Deputy County Manager, reported the Water and Sewer
<br />Authority of Cabarrus County (WSACC) is expanding the Muddy Creek Wastewater
<br />Treatment Plant south of Midland. In doing so, he stated WSACC needs to purchase
<br />land required to meet a landscape buffer. He further reported a draft agreement
<br />will be available for the Boards' review on the regular meeting agenda. In
<br />addition, he stated the agreement will be presented to the Board of Adjustment
<br />tomorrow as a settlement. WSACC is paying for this purchase.
<br />County Manager - Communications Marketing Activity Contracts
<br />Kristin Jones, Budget and Performance Manager, presented a budget
<br />amendment to fund two contracts associated with the re -branding campaign that
