March 12, 2018 (Work Session) Page 3464 <br />budgeted for legal and associated fees in connection with the Limited Obligation <br />Bonds (LOBS). <br />Finance - Resolution Relating to Installment Financing Contract Financings for <br />Various School Projects - Public Hearing 6:30 p.m. <br />Susan Fearrington, Finance Director, requested approval of a resolution <br />enabling the County to enter into one or more short and/or long term installment <br />financing contracts for a new elementary school, advanced technology center, 20 <br />mobile units for Cabarrus County Schools, purchase of land for Rowan-Cabarrus <br />Community College, and two HVAC replacement units for J.N. Fries Middle School <br />and Mount Pleasant High School. She stated a public hearing is required. <br />A brief discussion ensued. During discussion, Ms. Fearrington and Mike <br />Downs, County Manager, responded to questions from the Board. <br />Finance - Workers' Compensation Fund Budget Amendment <br />Susan Fearrington, Finance Director, stated the Finance Department <br />annually reviews revenues and expenditures of the Workers' Compensation Fund <br />based on actual activity as well as any anticipated activity. Based on this <br />analysis, staff recommends a budget amendment, which will appropriate the fund <br />balance and cover the shortfalls. An increase is anticipated for FY2018 due to <br />an audit, current claims paid and a projected increase in claims. <br />Kyle Bilafer, Area Manager of Operations, commented on the information <br />reviewed to arrive at funds needed for budgeting. <br />Infrastructure and Asset Management - Discussion of Construction Manager at <br />Risk for the Courthouse Project <br />Kyle Bilafer, Area Manager of Operations, presented a request for a <br />Construction Manager at Risk (CHAR) for the courthouse construction project. He <br />described the potential value it would bring to the project in that the CMAR <br />would oversee the work and be able to identify issues and resolve them early in <br />the project. The CMAR would also screen potential tier subcontractors to assist <br />the County in the selection process. <br />A lengthy discussion ensued. During discussion, Mr. Bilafer and Jonathan <br />Marshall, Deputy County Manager, responded to questions from the Board. Tom <br />Nunn, Contract and Purchasing Analyst, was also in attendance. <br />Infrastructure and Asset Management - Discussion of Mini Brooks Act Exemption <br />Kyle Bilafer, Area Manager of Operations, presented a proposal from <br />Infrastructure and Asset Management to allow the Mini Brooks Act Exemption to <br />be used for engineering Phase I and surveying services for projects under <br />$50,000. Tom Nunn, Contract and Purchasing Analyst, was also in attendance. <br />Infrastructure and Asset Management - New Courthouse Project Design Contract <br />Kyle Bilafer, Area Manager of Operations, reported the County has worked <br />with Silling Architects, Inc. on a programming contract for the initial stages <br />of the design for the new courthouse building and courthouse renovations. He <br />'stated the programming and initial design contract will carry the project to <br />the point where a delivery method oriented contract will be needed for the <br />construction design and administration phases. He also responded to questions <br />from the Board. <br />Infrastructure and Asset Management - Offer for Purchase of Tax Foreclosure <br />Property <br />Kyle Bilafer, Area Manager of Operations, reported the property at 337 <br />Board Drive Southwest in Concord has received an offer to purchase. The bid <br />was advertised starting the 10 -day bid process. He stated an upset bid was <br />received, processed, advertised and has expired without any additional offers. <br />He requested the Board accept the most recent bid from Gary Boger, Jr. for <br />$1,200. Michael Miller, Director of Infrastructure and Asset Management, was <br />also in attendance. <br />Infrastructure and Asset Management - Rob Wallace Park Proposed Master Plan <br />Update <br />Kyle Bilafer, Area Manager of Operations, reported Infrastructure and <br />Asset Management and Active Living and Parks have provided an update on the <br />proposed master plan for Rob Wallace Park.
