March 19, 2016 (Regular Meeting) Page 3970 <br />WHEREAS, counties move America forward by providing health care, administering <br />justice, keeping communities safe, creating economic opportunities <br />and much more; and <br />WHEREAS, Cabarrus County and all counties take pride in their responsibility <br />to protect and enhance the health, welfare and safety of its residents <br />in efficient and cost-effective ways; and <br />WHEREAS, through National Association of Counties President Roy Charles Brooks' <br />"Serving the Underserved" initiative, NACo is focusing on the critical <br />role counties play in breaking multi -generational cycles of poverty; <br />and <br />WHEREAS, in order to remain healthy, vibrant and safe, America's counties <br />provide public health, justice, safety, infrastructure, <br />transportation, technology, environmental stewardship and economic <br />services that play a key role in everything from residents' daily <br />commutes to emergency response; and <br />WHEREAS, each year since 1991 the National Association of Counties has <br />encouraged counties across the country to actively promote their own <br />programs and services to the public they serve; and <br />NOW, THEREFORE, BE IT PROCLAIMED that the Board of Commissioners for Cabarrus <br />County, North Carolina, do hereby resolve that April 2018 is National County <br />Government Month and encourage all county officials, employees, schools and <br />residents to participate in county government activities. <br />ADOPTED this 191- day of March, 2018. <br />/s/ Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />ATTEST: <br />/s/ Terri Lea Hugie <br />Terri Lea Hugie, Clerk to the Board <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 7:03 <br />p.m. He stated each speaker would be limited to three minutes. <br />Marcia Morris, resident of 7601 Brusharbor Road in Concord and Friends of <br />the Library member, spoke regarding the lack of space at the Mount Pleasant <br />library and funding for future expansion. <br />Amber Pope, resident of 8812 Valley Street in Mount Pleasant and Friends <br />of the Library member, provided an update on the fund raising efforts for the <br />Mount Pleasant Library expansion. <br />Tim Wax, resident of 6835 Manatee Drive in Concord and Friends of Library <br />member, commented to raise awareness of the importance of the library to the <br />community and requested the Boards' support for the expansion of the Mount <br />Pleasant Library. <br />Noopur Parikh, Youth Commission President and student at the Early College <br />High School, presented information on a fundraiser "Caps for Care" for cancer <br />patients at Levine Children's Hospital. <br />With there being no one else to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F-1) Board of Commissioners - Resolution Amending the Board of Commissioners' <br />2018 Meetinq Schedule <br />Board members have reviewed their schedules, and March 29, 2018 was the <br />date selected to hold the North Carolina Association of County Commissioners - <br />sponsored legislative meeting at the Governmental Center and the Cabarrus Summit <br />
