March 29, 2018 (Cabarrus Summit) Page 3500 <br />The Board of Commissioners for the County of Cabarrus met for the 1st <br />Quarter Cabarrus Summit 2018 at the Cabarrus Arena and Events Center in Concord, <br />North Carolina at 6:00 p.m. on Thursday, March 29, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; Terri Lea Hugie, Clerk <br />to the Board; Angela Poplin, Deputy Clerk to the Board; Kristin Jones, Budget <br />and Performance Manager; Jonathan Weaver, Multimedia Journalist; Kelly Si£ford, <br />Planning and Development Director; and Susie Morris, Planning and Zoning <br />Manager. <br />The following municipal representatives were also present: <br />City of Concord: Council Members Terry Crawford, Jennifer Parsley, JC <br />McKenzie and John Sweat, Jr.; and Steve Osborne, Planning and Neighborhood <br />Development Department Deputy Director. <br />City of Kannapolis: Darrell Hinnant, Mayor; Mike Legg, City Manager; Eddie <br />Smith, Deputy City Manager; Zac Gordon, Director of Planning; and Council Member <br />Roger Haas. <br />Town of Harrisburg: Steve Sciascia, Mayor; Haynes Brigman, Town Manager; <br />John Booth, Mayor Pro -Tem; Josh Watkins, Planning Director; and Council Members <br />Troy Selberg, Benita Conrad and Diamond Staton-Williams. <br />Town of Midland: John Crump, Mayor; Doug Paris, Town Manager; Darren <br />Hartsell, Mayor Pro -Tem; Kassie Watts, Planning, Zoning and Subdivision <br />Administrator; and Council Members Mike Tallent and Rich Wise. <br />Town of Mount Pleasant: Del Eudy, Mayor; Randy Holloway, Town <br />Administrator; Erin Burris, Zoning Administrator; and Council Members Warren <br />Chapman, Justin Simpson and Steve Ashby. <br />Chairman Morris called the meeting to order at 6:04 p.m. <br />Introductions and Updates on Current Events and Impacts <br />Chairman Morris welcomed municipal elected officials, city managers and <br />other guests. Representatives from the cities and the towns provided an update <br />on current, and ongoing projects in their jurisdictions. Chairman Morris <br />presented an update on Cabarrus County projects and recognized staff in <br />attendance. <br />Commissioner Shue delivered the invocation. <br />Dinner Break <br />The Board took a dinner break at 6:24 p.m. The meeting resumed at 6:54 <br />p.m. <br />Importance of Land Use Plannin <br />Land use plans were presented via PowerPoint presentations by <br />representatives from each municipality. These included the Concord 2030 Land <br />Use Plan; the Morehead West Area Plan from Harrisburg; the Harrisburg Area Land <br />Use Plan Update Project 2017-2018; the Move Kannapolis Forward 2030 <br />Comprehensive Plan; Midland North Carolina; and the Town of Mount Pleasant <br />Comprehensive Plan. <br />Mike Downs, County Manager, announced Brian Hiatt, retiring Concord City <br />Manager, was honored last night by the City of Concord. He stated Mr. Hiatt was <br />unable to attend tonight's meeting due to illness. <br />Mr. Downs then presented an update on the Mental Health Advisory Board <br />and the Opioid crisis in the county. He also presented an update on the county's <br />plans. Topics included: the parking deck and courthouse; school plans; plans <br />with the Midland library; a library and senior center for the western area; Rob <br />Wallace Park 2-� phase; etc. <br />
