March 29, 2018 (Cabarrus Summit) Page 3500 The Board of Commissioners for the County of Cabarrus met for the 1st Quarter Cabarrus Summit 2018 at the Cabarrus Arena and Events Center in Concord, North Carolina at 6:00 p.m. on Thursday, March 29, 2018. Present - Chairman: Stephen M. Morris Vice Chairman: Diane R. Honeycutt Commissioners: F. Blake Kiger Elizabeth F. Poole Lynn W. Shue Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area Manager of Operations; Terri Lea Hugie, Clerk to the Board; Angela Poplin, Deputy Clerk to the Board; Kristin Jones, Budget and Performance Manager; Jonathan Weaver, Multimedia Journalist; Kelly Si£ford, Planning and Development Director; and Susie Morris, Planning and Zoning Manager. The following municipal representatives were also present: City of Concord: Council Members Terry Crawford, Jennifer Parsley, JC McKenzie and John Sweat, Jr.; and Steve Osborne, Planning and Neighborhood Development Department Deputy Director. City of Kannapolis: Darrell Hinnant, Mayor; Mike Legg, City Manager; Eddie Smith, Deputy City Manager; Zac Gordon, Director of Planning; and Council Member Roger Haas. Town of Harrisburg: Steve Sciascia, Mayor; Haynes Brigman, Town Manager; John Booth, Mayor Pro -Tem; Josh Watkins, Planning Director; and Council Members Troy Selberg, Benita Conrad and Diamond Staton-Williams. Town of Midland: John Crump, Mayor; Doug Paris, Town Manager; Darren Hartsell, Mayor Pro -Tem; Kassie Watts, Planning, Zoning and Subdivision Administrator; and Council Members Mike Tallent and Rich Wise. Town of Mount Pleasant: Del Eudy, Mayor; Randy Holloway, Town Administrator; Erin Burris, Zoning Administrator; and Council Members Warren Chapman, Justin Simpson and Steve Ashby. Chairman Morris called the meeting to order at 6:04 p.m. Introductions and Updates on Current Events and Impacts Chairman Morris welcomed municipal elected officials, city managers and other guests. Representatives from the cities and the towns provided an update on current, and ongoing projects in their jurisdictions. Chairman Morris presented an update on Cabarrus County projects and recognized staff in attendance. Commissioner Shue delivered the invocation. Dinner Break The Board took a dinner break at 6:24 p.m. The meeting resumed at 6:54 p.m. Importance of Land Use Plannin Land use plans were presented via PowerPoint presentations by representatives from each municipality. These included the Concord 2030 Land Use Plan; the Morehead West Area Plan from Harrisburg; the Harrisburg Area Land Use Plan Update Project 2017-2018; the Move Kannapolis Forward 2030 Comprehensive Plan; Midland North Carolina; and the Town of Mount Pleasant Comprehensive Plan. Mike Downs, County Manager, announced Brian Hiatt, retiring Concord City Manager, was honored last night by the City of Concord. He stated Mr. Hiatt was unable to attend tonight's meeting due to illness. Mr. Downs then presented an update on the Mental Health Advisory Board and the Opioid crisis in the county. He also presented an update on the county's plans. Topics included: the parking deck and courthouse; school plans; plans with the Midland library; a library and senior center for the western area; Rob Wallace Park 2-� phase; etc.
