March 29, 2018 (Legislative Meeting) Page 3499 The Board of Commissioners for the County of Cabarrus met for a meeting with the local legislative representatives in the Multipurpose Room at the Cabarrus County Governmental Center in Concord, North Carolina at 9:00 a.m. on Thursday, March 29, 2016. Present - Chairman: Stephen M. Morris Vice Chairman: Diane R. Honeycutt Commissioners: F. Blake Kiger Lynn W. Shue Absent - Commissioner: Elizabeth F. Poole Also present were Mike Downs, County Manager; Pan Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Terri Lea Hugie, Clerk to the Board. Representatives Carl Ford and Larry Pittman, and Senator Paul Newton were also present. Representative Linda Johnson joined the meeting electronically by conference call. Commissioner Poole was unable to attend the meeting due to a work related scheduling conflict. Call to Order Chairman Morris called the meeting to order at 9:22 a.m. and welcomed attendees to the meeting. Conduct the Meeting with the Local Legislative Delegation The following North Carolina Association of County Commissioners (NCACC) legislative goals were generally discussed: • Seek legislation to establish a new state -county partnership to address statewide public school capital challenges --including but not limited to maintenance, renovation, construction and debt -through a dedicated, stable funding stream that is consistent from county to county and sufficient to meet the school facility needs of all 100 counties. • Seek legislation to repeal the statutory authority under NC G.S. 115C - 431(c) that allows local school boards to file suit against a county board of commissioners over county appropriations for education. • Support legislation providing flexibility to align K-12 and community college calendar. • Seek legislation, funding, and other efforts to expand digital infrastructure/broadband capability to the un -served and under -served areas of the state. • Support efforts to preserve and expand the existing local revenue base of counties, and oppose efforts to divert to the state fees or taxes currently allocated to the counties to the state. Oppose efforts to erode existing county revenue streams and authorize local option revenue sources already given to any other jurisdiction. Bills of Interest The following bills were generally discussed: • House Bill 866 - A BILL TO BE ENTITLED AN ACT TO ENACT THE PUBLIC SCHOOL BUILDING BOND ACT OF 2017. • Senate Bill 542 - A BILL TO BE ENTITLED AN ACT TO ENACT THE PUBLIC SCHOOL BUILDING BOND ACT OF 2017. During discussion, topics addressed also included purchasing property for schools; funding responsibilities previously provided for by the State that have been transferred to the counties; the cap on breweries; etc. Adjournment UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger and unanimously carried, the meeting adjourned at 10:54 a.m. Angela 1-bplin,41nterim Clerk to the Board
