March 29, 2018 (Legislative Meeting) Page 3499 <br />The Board of Commissioners for the County of Cabarrus met for a meeting <br />with the local legislative representatives in the Multipurpose Room at the <br />Cabarrus County Governmental Center in Concord, North Carolina at 9:00 a.m. on <br />Thursday, March 29, 2016. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Absent - Commissioner: Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Pan Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Terri Lea Hugie, <br />Clerk to the Board. <br />Representatives Carl Ford and Larry Pittman, and Senator Paul Newton were <br />also present. Representative Linda Johnson joined the meeting electronically by <br />conference call. <br />Commissioner Poole was unable to attend the meeting due to a work related <br />scheduling conflict. <br />Call to Order <br />Chairman Morris called the meeting to order at 9:22 a.m. and welcomed <br />attendees to the meeting. <br />Conduct the Meeting with the Local Legislative Delegation <br />The following North Carolina Association of County Commissioners (NCACC) <br />legislative goals were generally discussed: <br />• Seek legislation to establish a new state -county partnership to address <br />statewide public school capital challenges --including but not limited <br />to maintenance, renovation, construction and debt -through a dedicated, <br />stable funding stream that is consistent from county to county and <br />sufficient to meet the school facility needs of all 100 counties. <br />• Seek legislation to repeal the statutory authority under NC G.S. 115C - <br />431(c) that allows local school boards to file suit against a county <br />board of commissioners over county appropriations for education. <br />• Support legislation providing flexibility to align K-12 and community <br />college calendar. <br />• Seek legislation, funding, and other efforts to expand digital <br />infrastructure/broadband capability to the un -served and under -served <br />areas of the state. <br />• Support efforts to preserve and expand the existing local revenue base <br />of counties, and oppose efforts to divert to the state fees or taxes <br />currently allocated to the counties to the state. Oppose efforts to <br />erode existing county revenue streams and authorize local option <br />revenue sources already given to any other jurisdiction. <br />Bills of Interest <br />The following bills were generally discussed: <br />• House Bill 866 - A BILL TO BE ENTITLED AN ACT TO ENACT THE PUBLIC <br />SCHOOL BUILDING BOND ACT OF 2017. <br />• Senate Bill 542 - A BILL TO BE ENTITLED AN ACT TO ENACT THE PUBLIC <br />SCHOOL BUILDING BOND ACT OF 2017. <br />During discussion, topics addressed also included purchasing property for <br />schools; funding responsibilities previously provided for by the State that <br />have been transferred to the counties; the cap on breweries; etc. <br />Adjournment <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the meeting adjourned at 10:54 a.m. <br />Angela <br />1-bplin,41nterim <br />Clerk <br />to <br />the <br />Board <br />
