May 21, 2018 (Regular Meeting) Page 3554 <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Steve Steinbacher (Seat 410) to the <br />Cabarrus County Tourism Authority to complete an unexpired term ending June 30, <br />2020. <br />(H-2) Appointments - Water and Sewer Authority of Cabarrus County <br />Commissioner Elizabeth "Liz" Poole and Jonathan Marshall, Deputy County <br />Manager, both serve on the Water and Sewer Authority of Cabarrus County and <br />have terms expiring June 30, 2018. Both are willing to serve another term. Mr. <br />Marshall resides in Mecklenburg County. An exception to the <br />"residency" provision of the Appointment Policy will be needed for him. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Kiger <br />and unanimously carried, the Board reappointed Commissioner Elizabeth "Liz" <br />Poole and Jonathan Marshall to the Water and Sewer Authority for three-year <br />terms ending June 30, 2021; including an exception to the "residency" provision <br />of the Appointment Policy for Mr. Marshall. <br />(I) REPORTS <br />(I-2) HOC - Receive Updates from Commission Members Who Serve as Liaisons <br />None. <br />(I-2) Board of Commissioners Request for Applications for County <br />Hoards/Committees <br />Applications are being accepted for the following County <br />Boards/Committees: <br />• Active Living and Parks Commission - 4 Expired Terms <br />• Adult Care Home Community Advisory Committee - 9 Vacant Positions <br />• Centralina Workforce Development Board - 2 Positions Expiring Soon <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Harrisburg Planning and Zoning Board and Board of Adjustment (ETJ) - <br />1 Term Expiring Soon <br />• Juvenile Crime Prevention Council - 4 Vacant Positions (Substance <br />Abuse Professional, Student Under 18 and At -large) and 9 Positions <br />Expiring Soon <br />• Library Board of Trustees - 2 Positions Expiring Soon (Kannapolis <br />and Mount Pleasant) <br />• Mount Pleasant Planning Board and Board of Adjustment - 1 Vacant <br />Position (Alternate) <br />• Nursing Home Community Advisory Committee - 7 Vacant Positions <br />• Public Health Authority of Cabarrus County - 3 Terms Expiring Soon <br />• Region F Aging Advisory Committee - 2 Positions Expiring Soon <br />• Tourism Authority of Cabarrus County - 4 terms Expiring Soon <br />• Transportation Advisory Board - 2 Vacant Positions (Midland and <br />Clergy) and 9 Positions Expiring Soon <br />• Youth Commissioner - 7 Vacant Positions (Cox Mill, jay M. Robinson, <br />Mount Pleasant, Northwest Cabarrus and At -Large High Schools) <br />Chairman Morris urged citizens to consider participating on a Board or <br />Committee. <br />(I-3) County Manager - Monthly Building Activity Reports <br />The Board received the Cabarrus County Construction Standards Dodge Report <br />for April 2018, and the Cabarrus County Commercial Building Plan Review Summary <br />for April 2018 for informational purposes as part of the Agenda. No action was <br />required of the Board. <br />(I-4) County Manager - Monthly New Development Report <br />The Board received the monthly new development report for informational <br />purposes. No action was required of the Board. <br />(I-5) Economic Development Corporation - April 2018 Monthly Summary Report <br />The Board received the Cabarrus Economic Development Corporation (EDC) <br />monthly report fox the month of April 2018 as part of the Agenda. No action was <br />required of the Board. <br />
