June 4, 2018 (Work Session) Page 3572 <br />Finance Resolution Authorizing Cabarrus County to Engage in Electronic <br />Payments Under New Administrative Rules <br />Susan Fearrington, Finance Director, presented information regarding <br />legislation passed to allow certain electronic transactions to be exempt from <br />the pre -audit process. She reviewed the process and stated adoption of a <br />resolution is required to satisfy the initial step for electronic obligations <br />and electronic payments. After the resolution is adopted, the Finance Director <br />will be authorized to complete the remaining steps by updating the County's <br />Purchasing Policy to include the required procedures for electronic payments. <br />A discussion ensued. During discussion, Ms. Fearrington responded to <br />questions from Board members. <br />Finance - Update of Capital Project fund Budgets and Related Project Ordinances <br />Susan Fearrington, Finance Director, presented an overview of multi-year <br />fund budgets and Project Ordinances that are updated each year. Those requiring <br />updates for this year are: the Construction and Renovation Fund (Fund 343), <br />School Construction Fund (Fund 364), Community Development Block Grant Fund <br />(Fund 410), Capital reserve Fund (Fundj45O), Small Projects Fund (Fund 460) and <br />Cannon Memorial Library Fund (Fund 534). <br />Finance - Workers' Compensation Fund Budget Amendment <br />Susan Fearrington, Finance Director, reported a budget amendment is <br />needed for the Workers' Compensation Fund to cover the unexpected increase of <br />expenditures and claims. Due to expectation of additional information, she <br />requested this item be moved to New Business for the June 18, 2018 meeting. <br />A discussion ensued. During discussion, Kyle Bilafer, Area Manager of <br />Operations, and Mike Downs, County Manager, responded to questions from the <br />Board. <br />Infrastructure and Asset Management - Transfer of Surplus Vehicle to Allen <br />Volunteer Fire Department <br />Michael Miller, Infrastructure and Asset Management Director, presented <br />a request from the Allen Volunteer Fire Department for a surplus vehicle. He <br />stated staff has identified asset number 2183, a Ford Expedition from the <br />Sheriff's Office, as a match for their request. Mr. Miller requested approval <br />from the Board to surplus asset number 2183 and authorize disposition to the <br />Allen Volunteer Fire Department in accordance with the County's Vehicle <br />Replacement Policy. He also responded to questions from the Board. <br />Tax Administration - Refund Request - Fullerton Place Homeowners Association, <br />Inc. <br />David Thrift, Tax Administrator, submitted a request from Fullerton Place <br />Homeowners Association, Inc. for a refund of 2017 property taxes on five <br />parcels. Due to clerical errors, he stated staff proposes an adjustment on three <br />properties and a refund to be issued. <br />A discussion ensued. During discussion, Mr. Thrift responded to questions <br />from the Board. <br />Board of Commissioners - General Budget Discussion <br />Kristin Jones, Budget and Performance Manager, updated the Board regarding <br />FY19 Budget.
