Brown <br />McAllister <br />Note: This item was tabled. <br />(G-6) BOC - NACo Voting Credentials - 2018 Annual Conference <br />Chairman Morris reported the National Association of Counties, NACo, will <br />held their 83rd Annual Conference in Nashville -Davidson County, Tennessee on <br />July 13-16, 2016. In order to participate in the Association's annual election <br />of officers, a voting delegate needs to be designated. A form must be completed <br />and returned authorizing a voting delegate by or before June 29, 2018. <br />UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board designated Chairman Morris as the voting <br />delegate to represent Cabarrus County at the NACo Annual Conference in July. <br />(G-7) Library System - Grant Award and Match <br />Emery Ortiz, Library Director, reported the library system will receive <br />a grant for FY19 from the Library Services and Technology Act (LSTA). She stated <br />acceptance of the grant will require matching funds in the FY19 budget. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br />unanimously carried, the Board approved the allocation of an additional <br />$4,635.75 in the Library System's FY19 budget to provide matching funds for the <br />LSTA grant. <br />(G-8) DHS - Memorandum of Understanding Between the N.C. Department of Health <br />and Human Services and Cabarrus County <br />Karen Calhoun, DHS Director, requested approval of a Memorandum of <br />Understanding between the North Carolina Department of Health and Human Services <br />and Cabarrus County. She advised per House Bill 630 (Session Law 2017-41 / North <br />Carolina General Statue IOGA-74 / The Family Child Protection and Accountability <br />Act), all counties are required to enter into an annual written agreement, known <br />as The Memorandum of Understanding, with the Department of Health and Human <br />Services by July 1, 2018 for all social services programs excluding medical <br />assistance (Medicaid). The law requires the agreement to contain certain <br />performance requirements and administrative responsibilities related to the <br />social services programs. <br />A discussion ensued. During discussion, Ms. Calhoun and Mike Downs, County <br />Manager, responded to questions from the Board. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the Memorandum of Understanding between <br />the N.C. Department of Health and Human Services and Cabarrus County and <br />authorized the County Manager and Human Services Director to execute the <br />agreement. <br />(G-9) County Manager - Courthouse Renovation Funding Request <br />Kyle Bilafer, Area Manager of Operations, reported effective July 1, 2018, <br />the district has awarded the Clerk of Superior Court two new employees.
