(G-6) BOC - NACo Voting Credentials - 2018 Annual Conference Chairman Morris reported the National Association of Counties, NACo, will held their 83rd Annual Conference in Nashville -Davidson County, Tennessee on July 13-16, 2016. In order to participate in the Association's annual election of officers, a voting delegate needs to be designated. A form must be completed and returned authorizing a voting delegate by or before June 29, 2018. UPON MOTION of Commissioner Kiger, seconded by Vice Chairman Honeycutt and unanimously carried, the Board designated Chairman Morris as the voting delegate to represent Cabarrus County at the NACo Annual Conference in July. (G-7) Library System - Grant Award and Match Emery Ortiz, Library Director, reported the library system will receive a grant for FY19 from the Library Services and Technology Act (LSTA). She stated acceptance of the grant will require matching funds in the FY19 budget. UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and unanimously carried, the Board approved the allocation of an additional $4,635.75 in the Library System's FY19 budget to provide matching funds for the LSTA grant. (G-8) DHS - Memorandum of Understanding Between the N.C. Department of Health and Human Services and Cabarrus County Karen Calhoun, DHS Director, requested approval of a Memorandum of Understanding between the North Carolina Department of Health and Human Services and Cabarrus County. She advised per House Bill 630 (Session Law 2017-41 / North Carolina General Statue IOGA-74 / The Family Child Protection and Accountability Act), all counties are required to enter into an annual written agreement, known as The Memorandum of Understanding, with the Department of Health and Human Services by July 1, 2018 for all social services programs excluding medical assistance (Medicaid). The law requires the agreement to contain certain performance requirements and administrative responsibilities related to the social services programs. A discussion ensued. During discussion, Ms. Calhoun and Mike Downs, County Manager, responded to questions from the Board. Department of Health and Human Services and Cabarrus County and authorized the County Manager and Human Services Director to execute the agreement.
