The Finance Director shall prepare and file a sworn statement <br />of debt with the LGC and the Clerk to the Board in accordance with North Carolina <br />General Statutes Section 159-150. <br />Section 8. This Resolution shall become effective immediately upon its <br />adoption. <br />Thereupon, upon motion of Commissioner Lynn W. Shue, seconded by <br />Commissioner F. Blake Kiger, the foregoing resolution entitled "RESOLUTION <br />APPROVING LEASE FINANCING OF CERTAIN EQUIPMENT; THE EXECUTION AND DELIVERY <br />THEREOF; AND PROVIDING FOR CERTAIN OTHER RELATED MATTERS" was adopted and passed <br />by the following vote: <br />AYES: Chairman Stephen M. Morris; Vice Chairman Diane R. Honeycutt and <br />Commissioners F. Blake Kiger, Elizabeth F. Poole and Lynn W. Shue. <br />NOES: None. <br />(F-7) Infrastructure and Asset Management Cabarrus County Courthouse <br />Construction Manager at Risk Selection <br />Cabarrus County posted a Request for Qualifications (RFQ) for Construction <br />Manager at Risk services on 03/21/18 for the construction of a new Cabarrus <br />County Courthouse and renovations of the existing Courthouse. Five firms <br />submitted qualification packages on the due date of 04/23/18. An internal <br />selection committee consisting of Cabarrus County staff, Cabarrus County <br />Sheriff's Dept. Staff, and Cabarrus County Commissioners made a shortlist of <br />three of the five firms. Silling Architects offered written evaluations of the <br />RFQ submissions and were involved in the process but did not have an official <br />vote in the process. The three shortlisted construction firms made presentations <br />to the selection committee and Silling Architects on 06/13/18. The <br />presentations were forty-five minutes long with thirty additional minutes given <br />for questions and answers. The selection committee met again on 6/21/18 for a <br />deliberation meeting to make a selection to present to the Cabarrus County Board <br />of Commissioners. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved "Messer Construction / Liles <br />Construction" as the Construction Manager at Risk for the New Courthouse <br />Project. <br />(F-8) Tax Administration - Refund and Release Reports - June 2018 <br />The Release Report contains taxpayers' names, bill numbers, valuations, <br />tax amounts, along with the justifications for releasing the valuation/tax <br />amounts for outstanding levies in accordance with N.C.G.S. 105-361. The Refund <br />Report is a summary sheet which lists data from each refund request form, along <br />with the justification for the refunds to the taxpayers in accordance with <br />N.C.G.S. 105-381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the June 2018 Refund and Release Reports <br />as submitted, including the NCVTS Refund Report, and granted authority to the <br />Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(F-9) Tax Administration Tax Collector's Annual Settlement and Order <br />Authorizing Collection of FY2018-2019 Taxes <br />The Tax Collector is required by NCGS 105-373 to give an annual settlement <br />on current and delinquent taxes to the governing body for review and <br />approval. The settlement report for fiscal year 2017-2018 is attached. This <br />report contains real and personal taxes that remain unpaid for the fiscal <br />year. These lists are recharged to the Tax Collector for collection. Also <br />attached is the Order to Collect, to be executed by the Chairman of the Board <br />of County Commissioners, authorizing the Tax Collector to collect all 2018-2019 <br />property taxes. <br />
