August 6, 2018 (Work Session) Page 3644 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental Center <br />in Concord, North Carolina at 4:00 p.m. on Monday, August 6, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Lynn W. Shue <br />Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Catherine Barr, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; Lauren Linker, Clerk <br />to the Board; and Angela Poplin, Deputy Clerk to the Board. <br />Commissioner Poole arrived at 4:08 p.m. and was present for the remainder <br />of the meeting. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:01 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the agenda: <br />Additions: <br />Discussion Items for Action at August 20, 2018 Meeting <br />4.17 BOC - Resolution Amending the Board of Commissioners, 2018 Meeting Schedule <br />Revised: <br />Closed Session <br />6.1 Closed Session - Pending Litigation, Economic Development and Acquisition <br />of Real Property <br />Supplemental Information: <br />Discussion Items for Action at August 20, 2018 Meeting <br />4-11 Human Resources - Updates to Personnel Ordinance <br />• Personnel Updates and Explanations <br />UPON MOTION of Commissioner Kiger, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the agenda as amended. <br />Discussion Items - No Action <br />Cabarrus County District Attorney - Discussion of New Courthouse Entrances <br />Roxann Vaneekhoven, District Attorney, discussed the proposed employee <br />entrance points planned for the new Cabarrus County Courthouse. Ms. Vaneekhoven <br />requested consideration of a separate entrance for the District Attorney Office <br />staff and courthouse staff. In doing so, she provided recommendations. A handout <br />was provided for the Board that included letters from her and several assistant <br />district attorneys as well as articles relating to criminal retaliation. There <br />were also several assistant district attorneys and staff in attendance. <br />Commissioner Poole arrived during the Courthouse discussion at 4:08 p.m. <br />and was present for the remainder of the meeting. <br />A lengthy discussion ensued. During discussion, Ms. Vaneekhoven, Chief <br />Deputy Paul Hunt, Kyle Bilafer, Area Manager of Operations, and Mike Downs, <br />County Manager, responded to questions from the Board. <br />Infrastructure and Asset Management - Parking Deck Update <br />Kyle Bilafer, Area Manager of Operations, provided an update on the <br />parking deck project. He stated the Corban Avenue/Spring Street intersection <br />will need to remain closed until storm water issues have been addressed. <br />A discussion ensued. During discussion, Mr. Bilafer and Mike Downs, County <br />Manager, responded to questions from Board members. <br />Infrastructure and Asset Management - Discussion of Parking Deck Fees <br />Kyle Bilafer, Area Manager of Operations, reported staff has completed a <br />survey regarding fees charged for use of municipal and county utilized parking <br />decks throughout the state. He stated information was compiled and summarized <br />with emphasis on parking decks utilized for Courthouse parking. He recommended <br />
