September 12, 2018 (Cabarrus Summit) Page 3684 <br />The Board of Commissioners for the County of Cabarrus met for the 3rd <br />Quarter Cabarrus Summit 2018 at the Concord Police Station in Concord, North <br />Carolina at 6:00 p.m. on Wednesday, September 12, 2018. <br />Present - Chairman: Stephen M. Morris <br />vice Chairman: Diane R. Honeycutt <br />Commissioners: Lynn W. Shue <br />Absent - Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; Kristin Jones, Budget <br />and Performance Manager; Kasia Thompson, Communications and Outreach Manager; <br />Jonathan Weaver, Multimedia Journalist; Bob Bushey, Transportation Manager; and <br />Angela Poplin, Deputy Clerk to the Board. <br />The following municipal representatives were also present: <br />City of Concord: Bill Dosch, Mayor; LeDerick Blackburn, Assistant City <br />Manager; Council Members Terry Crawford, JC McKenzie, and Ella Mae Small; LJ <br />Weslowski, Transit Director; Andy Christy, Transit Planner and Technology <br />Coordinator; and Kim Deason, City Clerk. <br />City of Kannapolis: Darrell Hinnant, Mayor; Dianne Berry, Mayor Pro -Tem; <br />and Mike Legg, City Manager. <br />Town of Harrisburg: Council Members Benita Conrad and Diamond Staten - <br />Williams. <br />Town of Midland: Doug Paris, Town Manager; and Council Member Rich Wise. <br />Town of. Mount Pleasant: Randy Holloway, Town Administrator; and Crystal <br />Smith, Assistant Town Administrator <br />Town of Locust: Cesar Correa, City Administrator. <br />Chairman Morris called the meeting to order at 6:04 p.m. <br />Introductions and Updates on Current Events and Impacts <br />Mayor Bill Dusch and Chairman Morris welcomed municipal elected officials, <br />city managers and other guests.
