November 19, 2018 (Regular Meeting) Page 3741 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina at 6:30 p.m. on Monday, November 19, 2018. Present - Chairman: Stephen M. Morris Vice Chairman: Diane R. Honeycutt Commissioners: F. Blake Kiger Elizabeth F. Poole Lynn W. Shue Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy County Manager; Kyle Bilafer, Area Manager of Operations; and Lauren Linker, Clerk to the Board. Chairman Morris called the meeting to order at 6:30 p.m. Chairman Morris led the Pledge of Allegiance. Dr. Tom Cabaniss from First Baptist Church in Kannapolis delivered the invocation. Chairman Morris recognized Youth Commissioner Lance Cagle of Central Cabarrus High School. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and unanimously carried, the Board approved the minutes of September 4, 2018 (Work Session), September 12, 2018 (Cabarrus Summit), September 17, 2018 (Regular Meeting), October 1, 2018 (Work Session) and October 15, 2018 (Regular Meeting) as presented. (B) APPROVAL OF THE AGENDA Chairman Morris reviewed the following changes to the agenda. Additions: New Business G-4 Risk Management - Approval of Public Bond for Sheriff -Elect Van Shaw G-5 BOC - Resolution Amending the Board of Commissioners' 2018 Meeting Schedule Supplemental Information: New Business G-1 Economic Development Investment - Project Goodman - Public Hearing 6:30 p.m. • Project Overview • Grant Analysis G-2 Economic Development Investment - Project Jersey Hydro - Public Hearing 6:30 p.m. • Project Overview • Grant Analysis UPON MOTION of Commissioner Shue seconded by Commissioner Kiger and unanimously carried, the Board approved the agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS (C-1) Human Resources - Recognition of Sheriff David "Brad" Riley on His Retirement from Cabarrus County Sheriff's Office Mike Downs, County Manager, recognized Sheriff Brad Riley on his retirement from the Cabarrus County Sheriff's Office. He highlighted a number of Sheriff Riley's accomplishments during his 29 -year tenure with the County. Several Board members expressed appreciation to Sheriff Riley for his years of service to the County. Vice Chairman Honeycutt presented Sheriff Riley with a service award in appreciation for his service and dedication to the citizens of Cabarrus County.
