November 19, 2018 (Regular Meeting) Page 3741 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina at 6:30 p.m. on Monday, November 19, 2018. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: F. Blake Kiger <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; Kyle Bilafer, Area Manager of Operations; and Lauren Linker, <br />Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Chairman Morris led the Pledge of Allegiance. <br />Dr. Tom Cabaniss from First Baptist Church in Kannapolis delivered the <br />invocation. <br />Chairman Morris recognized Youth Commissioner Lance Cagle of Central <br />Cabarrus High School. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the minutes of September 4, 2018 (Work <br />Session), September 12, 2018 (Cabarrus Summit), September 17, 2018 (Regular <br />Meeting), October 1, 2018 (Work Session) and October 15, 2018 (Regular Meeting) <br />as presented. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the agenda. <br />Additions: <br />New Business <br />G-4 Risk Management - Approval of Public Bond for Sheriff -Elect Van Shaw <br />G-5 BOC - Resolution Amending the Board of Commissioners' 2018 Meeting <br />Schedule <br />Supplemental Information: <br />New Business <br />G-1 Economic Development Investment - Project Goodman - Public Hearing 6:30 <br />p.m. <br />• Project Overview <br />• Grant Analysis <br />G-2 Economic Development Investment - Project Jersey Hydro - Public Hearing <br />6:30 p.m. <br />• Project Overview <br />• Grant Analysis <br />UPON MOTION of Commissioner Shue seconded by Commissioner Kiger and <br />unanimously carried, the Board approved the agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C-1) Human Resources - Recognition of Sheriff David "Brad" Riley on His <br />Retirement from Cabarrus County Sheriff's Office <br />Mike Downs, County Manager, recognized Sheriff Brad Riley on his <br />retirement from the Cabarrus County Sheriff's Office. He highlighted a number <br />of Sheriff Riley's accomplishments during his 29 -year tenure with the County. <br />Several Board members expressed appreciation to Sheriff Riley for his <br />years of service to the County. <br />Vice Chairman Honeycutt presented Sheriff Riley with a service award in <br />appreciation for his service and dedication to the citizens of Cabarrus County. <br />
