Chrystal Swinger, CHA Environmental Health <br />Program Director <br /> <br />Land Use Plan Analysis <br /> <br />The subject property is located within the boundary of the Central Area Future Land Use Plan (Plan) and <br />is planned for Very Low Density Residential (VLDR) uses. The Plan states that areas planned for VLDR <br />usesare intended to remain predominately rural in character while allowing residential uses to occurat <br />very low to low densities. The Plan further recommends that the density for these areas be at one unit <br />per two acres up to two units per acre provided additional development standards are met. <br /> <br />While the Plan recommends a certain density for VLDR areas, this request is intended to allow the <br />applicant to place a manufactured home on an existing lot where it currently is not permitted. Therefore, <br />this request would not have any effect on the application of the established densities in the Plan for this <br />area. The area is already developed within the range that is recommended by the plan. <br /> <br />Conclusions <br /> <br /> The subject property is an existing lot of record with CR zoning. <br /> The proposed request does not allow for any further increases to density. The request is for the MH-2 <br />overlay district to voluntarily be added to the subject property, which allows a double wide <br />manufactured home to be substituted on the property as the principal building versus a modular home <br />or stick built home. <br /> <br /> There are existing manufactured homes within the vicinity of this proposal. Manufactured homes have <br />existed in this area for quite some time (at least since 1995). <br /> <br /> A single-wide manufactured home was previously located on the subject property and could have been <br />replaced with a like or larger manufactured home. However, it was removed from the property and <br />the 6-month time frame for it to be replaced has expired. <br /> <br /> <br />
