Planningand Zoning Commission <br />Minutes <br />June 14, 2022 <br />This is a conventional rezoning request, therefore all uses permitted in the OI zoning district <br />would be allowed on the subject property if approved. <br />Ms. Howell would be happy to answer any questions and Mr. Matt Love is also here for <br />comments or questions. <br />Mr. Matt Love,Session Memberfor Gilwood Presbyterian Church, andRepresentative for the <br />Board of Trustees for the church property at 2293 Odell School Road, Concord, NC., addressed <br />the Board. <br />He said we want to rezone because,eventually,we are going to upgrade our sign from a <br />conventional outdated sign to an electronic sign. It was brought to our attention that todo that, <br />we needed to be in Office Institutional. <br />The Chair opened the Public Hearing. There being no one to speak for or against the request,the <br />Chair closed the Public Hearing. <br />The Chair asked if therewere any questions for Applicant or Staff before we discuss it. There <br />being none,the Chair opened the floor for discussion.He reminded the Board that they would <br />need to establish findings to support the decision either way.He opened the floor for discussion. <br />Mr. Jeff Corley feels the church has existedsincebefore the zoning was adopted on the property. <br />Office Institutional(OI)is a more appropriate usefor institutionssuch as a church. It has <br />historically been used as a church campus andwill allow them more flexibility on the site in the <br />future. <br />Mr. Paxton saidwhyit is not consistent with the Land Use Plan, he does believe it is in the <br />public interestbecause when and if they do increase thesignage,itcertainly would beeasier to <br />enter and exit the parking lot. It would be beneficial to the public and it would decreaseaccidents <br />in that area. <br />The Chair said the rezoning to OI will allow the church to have more flexibility with any future <br />plans. <br />The Chair asked if there were any more discussion or if there was a motion. <br />Mr. Jeff Corley, MOTIONED, SECONDEDbyMr. Charles Paxton to APPROVE <br />RZON2022-00001Request to rezone from Countryside Residential (CR) district to <br />Office/Institutional (OI) district. Owner/Applicant is Gilwood Presbyterian Church. Address is <br />2993 Odell School Road.
