History / Other Information <br /> The subject property is located on Gold Hill Road East. <br /> <br /> The subject property is approximately 13.62acres in size. <br /> <br /> The subject property is vacant and wooded. <br /> <br /> The subject property originally consisted of two parcels. These parcels werepurchased <br />by the County. A deed was recorded on August 27, 2021whichincluded the two parcels <br />and confirmed new ownership. The two parcels were combined in February of this year. <br /> <br /> The applicationstates that the proposed 305-ft self-supporting tower will operate <br />primarily as a 911 Communications Tower and secondarily as an opportunity for <br />commercial carriers to collocate on the tower. <br /> <br />The applicant intends tomake use of the surrounding mature forest and understory trees <br />as therequired landscaping.The applicationstates that the site is well away from the <br />right of way of Gold Hill Road East and due to the surrounding vegetation, the compound <br />will not be visible from the roadway or neighboring properties. Only the portions of the <br />site for the compound area and driveway will be cleared, leaving most of the site <br />untouched. <br />p Therefore, the applicant is requesting relief from the landscaping requirement of <br />Section 8-4.34.8.c. <br /> <br /> The applicant contends that unnecessary hardship results from the strict <br />application of the ordinance because of the abundance of existing mature <br />forest and understory trees that can reasonably be expected to block the <br />view of the tower from the public road and neighboring properties, even <br />during the fall and winter seasons with no leaves on most trees and <br />shrubbery. <br /> <br /> The applicant contends that hardship results from conditions that are <br />peculiar to the property in that the size of the property and the abundance <br />of mature trees and understory trees are more than sufficient that the <br />tower compound will not be seen from the public road and neighboring <br />properties. <br /> <br /> The applicant contends that hardship did not result from actions taken by <br />the applicant or the property owner because strict adherence to the <br />ordinance would require installation of landscaping when there is more <br />than sufficient existing forest and understory trees to create the landscape <br />buffer necessary to meet the requirements of the ordinance. <br /> <br />
