o Fire access road <br />HarrisRoad is listed withinthe Cabarrus-Rowan Metropolitan Planning Organization’s <br />(CRMPO) Comprehensive Transportation Plan(CTP). The future right-of-way is listed as <br />110 feet and the current width of the right of way is around 80feet. The applicant <br />understands that the appropriate amount of right-of-way to allow for the NCDOT facility <br />to be expanded will need to be dedicated at the time of site plan review. <br /> <br /> The application states that the reasons for seeking a variance are that the site has space <br />limitations, and it is oddly shaped. Further, the application states that there are existing <br />mature evergreen plantings along the adjacent residential property line to the east and <br />the vacant properties to the west and north. <br /> <br /> The applicant contends that if the required 32- and 51-foot buffers are imposed, the <br />proposed improvements would not be possible, and the site would be limited to only <br />providing indoor amenities. <br /> <br /> The applicant is requesting relief from the required buffers as follows: <br />o Allow encroachments into the required 51-foot level 2 buffer along the eastern <br />property line: <br /> the existing paved parking area encroaches 1 to 7 feet into the required <br />buffer, <br /> the proposed dumpster pad encroaches 15 feet into the required buffer, <br /> the proposed parking/driveway encroaches 31 feet into the required <br />buffer, and <br /> the proposed 6-foot walking trail encroaches 37 feet into the required <br />buffer. <br />o Allow for relief from the required landscaping for the perimeter parking lot yard <br />along the eastern property line. This buffer is approximately 313.5 feet in length <br />(16 canopy or 32 understory trees and 48 shrubs). This is also the location of the <br />Charlotte Water easement which limits the planting area. <br />o Allow encroachments into the required 51-foot level 2 buffer along the northern <br />property line: <br /> the proposed 6-foot walking trail encroaches 20 to 42 feet into the <br />required buffer, <br /> the proposed paved parking/driveway encroaches 5 to 15 feet into the <br />required buffer, and <br /> the corner of the proposed dumpster pad encroaches 3.3 feet into the <br />required buffer. <br />o Allow encroachments into the required 32-foot level 3 buffer along the western <br />property line: <br /> the existing parking area encroaches 1 to 14 feet into the required buffer, <br /> the proposed 6-foot walking trail encroaches 30 feet into the required <br />buffer, and <br />7 <br /> <br />
