Planning and Zoning Commission <br />Minutes <br />October 11, 2022 <br />This is existing coverage,but the tower is being moved further to the north and it provides better <br />coverage between the twoexisting sites. He said the one to the left, the W and ends in 483R3and <br />the one up near Enochville, thatis what we are trying to cover more. You can see what the <br />difference is, the red and the white is not what you want. You want at least yellow and some of <br />the light blue and the green (showed a diagram). <br />This is current coverage, when this shifts,you can see how the coverage improves to the north <br />and tothe northeast as well as some to the northwest as well.So, that iswhatthedifferencein <br />coverageis,going back and forth as you can see. Because of the rural nature of the area,weneed <br />the height in order to get there. There are some challenges to hereas was mentionedearlier. <br />There is the critical watershed wherewe cannot put a tower, therefore you haveto have ataller <br />tower to be able to cover thecriticalwatershed area as well. <br />He has the RF Engineerwho can come talk about this further ifyou have further questions. As <br />you can see this is current and with the new one you eliminate a lot of that redin between the site <br />tothe northeastas well as properti <br />He showed an aerial of the site. He said there is an existing driveway right here. It is being used <br />and will have to be widened to meet fire requirements to 26 feet. But then basically the tower is <br />going to be down here in the open field here. This is the site plan that more specifically shows <br />that. We have a hammer head turn around herefor the fire department. This is the compound and <br />the tower right here and these are theexisting buildings that the property owner has on site. <br />Ms. Howell spoke to the watershed issue. He wanted to show this a little bit. This is basically the <br />watershed line right here. This is the 235-footradius which if the tower fell flat as a pancake,it <br />still will not touchthecritical watershed line. The 285-foot would be here,but that is a setback. <br />Under the ordinance,the setbackrequirementis from a property line or a residential structure <br />which this meets. Even though it may go into the critical watershed line,the ordinance does not <br />speak to it being from thewatershed lineit is just the property line or residential uses. <br />Wealso havea fall zone letter bySabreTowerwho would construct the tower, in the file that <br />says really in any event,thetower would not fall outside of a 90-footradiuseven if it were to <br />fail. Even if you take the most generous at 235-feet, if it fell flat,itstill is not going to get into <br />the critical watershedand all the commercialcomponents are outside the watershed. <br />This is the profile of the tower.It has thecurrent proposed userwhichwill beAT&T,plusroom <br />forfuture co-locaters on the siteand there is plenty of room with in the compound to <br />accommodate those additional users in the future. <br />He is available to answer any questions on that part,but he would like for Mr. Berkowitz to <br />come up and summarize his impact study just briefly. <br />Mr. Michael Berkowitz, 1100SundanceDrive,Concord,NC,Appraiser, addressed the Board <br />statinggiventhe impact study he was asked to determine in accordance with the special use <br />20 <br /> <br />
