Planning and Zoning Commission <br />Minutes <br />October 11, 2022 <br />The Chair said could you not just move the tower further north and stay on the same one instead <br />of having two towers? <br />Mr. Prychodko said no, we cannot do that, it would cause to much interferenceand stuffbetween <br />our frequenciesand what not.Typically,when we do a design, you can see the sites around it <br />and we typically do it two to three miles apart. It depends on terrain, but you do not want sites on <br />top of each otherbecause it is bad performance basically. <br />Mr. Hudspeth said you will be coming off of the tower that you are on now? <br />Mr. Prychodko said yes, that is correct. <br />The Chair asked if this new tower would have any impact on the existing tower and the providers <br />that stay? <br />Mr. Prychodko said no, it will not. <br />The Chair said you can speak for other carriers? <br />Mr. Prychodko said no, just for AT&T. We collocate with them all the time insame site,soit is <br />not affecting anything. <br />Mr. Brett Rockett said toabout being very difficult to decipher the differences <br />inthecolors in these maps. Obviously, he seesthe red moves and the yellow movesand so on. <br />Is there a better way toquantify to help us tounderstand what impact that truly has,in terms of <br />available customers or propertiesthat are impactedpositively,in terms of thesignalthat AT&T <br />will be able to provide? <br />Mr. Prychodko said we have data input from other sources,and stuff that says we have <br />dropped calls in this area to the north,where our customers are livingbasically and driving <br />through.We had dropped calls in those areas,theservice has been improved to the north. <br />Mr. Goldberg said just so the Board knows, there are some restrictionson the evidencethat you <br />can consider or ask of them. He said 160D-933, subsection B reads as follow: <br />A local government's review of an application for the placement or construction of a new <br />wireless support structure or substantial modification of a wireless support structure shall only <br />address public safety, land development, or zoning issues. In reviewing an application, the local <br />government may not require information on or evaluate an applicant's business decisions about <br />its designed service, customer demand for its service, or quality of its service to or from a <br />particular area or site. A local government may not require information that concerns the specific <br />need for the wireless support structure, including if the service to be provided from the wireless <br />support structure is to add additional wireless coverage or additional wireless capacity.
