<br />Note: Due to the transition of motor vehicles onto the new North Carolina
<br />Vehicle Tax System (NCVTS), motor vehicle -related refunds and releases will
<br />begin to be displayed on the new report generated by NCVTS.
<br />UPON MOTION of Vice Chairman Shue, seconded by Commissioner Wortman* and
<br />unanimously carried, the Board approved the June 2024 Refund and Release Reports
<br />as submitted, including the NCVTS Refund Report, and grant authority to the Tax
<br />Collector to process the refunds and releases.
<br />(F) NEW BUSINESS
<br />(F-1) Finance - Approval of Resolution for Installment Financing Contract for
<br />2024B Draw Program - Public Hearing at 6:30 p.m.
<br />Jim Howden, Finance Director, reported Cabarrus County plans to finance
<br />the approved FY2025 CIP Projects as discussed at the work session and approved
<br />in the budget. The financing amount would be $270,000,00. Mr. Howden advised
<br />per North Carolina General Statute 160A-20, a public hearing is required prior
<br />to approval and execution of necessary document(s).
<br />A discussion ensued. During discussion, Mr. Howden; Mike Downs, County
<br />Manager; and Richard Koch, County Attorney; responded to questions from the
<br />Board.
<br />Chairman Morris opened the public hearing at 7:49 p.m. The public hearing
<br />notice was published in The Independent Tribune on July 5, 2024 and posted on
<br />the County's website (www.cabarruscounty. us) on July 3, 2024, in accordance
<br />with Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide
<br />Public Notices) of the Cabarrus County Code of Ordinances.
<br />Larry Pittman, resident at 250 Roberta Road SW, Concord, commented on
<br />methods of financing and debt.
<br />Tammy Pittman, resident at 250 Roberta Road SW, Concord, spoke regarding
<br />county debt.
<br />Jim Quick, a resident at 126 Spencer Avenue NW, Concord, commented
<br />regarding debt financing.
<br />Laura Blackwell Lindsey, a resident 5807 Stratford Court, Harrisburg,
<br />commented regarding financing and bonds.
<br />Chris Cranston, a resident at 475 High Meadows Drive, Concord, spoke
<br />regarding county projects and financing.
<br />There being no one else to address the Board, Chairman Morris closed the
<br />public hearing at 8:00 p.m.
<br />A discussion among the Board ensued.
<br />UPON MOTION of Commissioner Wortman, seconded by Commissioner Measmer and
<br />unanimously carried, the Board approved to table this item to the August 5,
<br />2024 Work Sessions
<br />(F-2) JCPC - Funding Appeal
<br />Darryl Bego, Executive Director, Youth Development Initiatives, presented
<br />his appeal of the Juvenile Crime Prevention Council's funding decision.
<br />A lengthy discussion ensued. During discussion, Mr. Bego responded to
<br />questions from the Board. Also, during discussion, Rich Koch, County Attorney,
<br />provided procedural information.
<br />Vice Chairman Shue MOVED to refer the appeal back to the Juvenile Crime
<br />Prevention Council for review. Commissioner Measmer seconded the motion.
<br />Upon further discussion, Commissioner Measmer withdrew his second of the
<br />motion. The motion died due to no second.
<br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Wortman and
<br />unanimously carried, the Board denied the appeal.
