<br />on the future of Cabarrus County.
<br />Brittany Evans, 83 Glendale Avenue SE, Concord, commented on debt
<br />financing and property acquisition.
<br />Larry G. Pittman, a resident at 250 Roberta Road SW, Concord, spoke
<br />regarding debt financing and property acquisition.
<br />Marie Tucker, a resident at 5213 Ellie Court, Concord, commented on
<br />property acquisition and inflation.
<br />Wesley Huneycutt, a resident at 2700 Cal Bost Road, Midland, spoke
<br />regarding debt financing.
<br />Steven Bullock, a resident at 39 Franklin Avenue NW, Concord, commented
<br />on debt financing for the school systems.
<br />Kelley Cartrett-Phifer, a resident at 40 Franklin Avenue NW, Concord,
<br />spoke regarding financing for the school systems.
<br />Philip Curley, a resident at 24 Franklin Avenue NW, Concord, commented on
<br />funding for schools.
<br />Kelly McCarthy, a resident of 31 Georgia Street NW, Concord, spoke on
<br />debt financing for school systems.
<br />Leslie Godinez, a resident at 98 Franklin Avenue NW, Concord, commented
<br />on Coltrane Webb Elementary School.
<br />Alena Leinweber, a resident of 96 Cabarrus Avenue W, Concord, commented
<br />regarding funding appropriations to fund the school.
<br />Jennifer Goodwin, a resident at 116 Union Street N, Concord, commented on
<br />funding appropriations to fund the schools.
<br />Will Staton, a resident at 75 Grove Avenue NW, Concord, commented
<br />regarding debt financing and concern for the education system.
<br />Jim Quick, a resident at 126 Spencer Avenue NW, Concord, spoke regarding
<br />debt financing and concern for the Cabarrus County School Systems.
<br />There was no one else to address the Board, therefore Chairman Morris
<br />closed that portion of the meeting.
<br />Commissioner Measmer provided a brief response to the citizens who
<br />commented on funding for the education system.
<br />(E) OLD BUSINESS

<br />(F) CONSENT
<br />(F-1) Appointments Adult Care Home Community Advisory Committee
<br />Sandra Miller and Diamond Staton-Williams's terms on the Adult Care Home
<br />Community Advisory Committee expired July 31, 2024. Both would like to serve
<br />another term. It was recommended Ms. Miller and Ms. Staton-Williams be
<br />reappointed for a three-year term ending July 31, 2027 including an exception
<br />to the length of service provision of the Appointment Policy for Ms. Miller.
<br />UPON MOTION of Commissioner Measmer, seconded by Vice Chairman Shue and
<br />unanimously carried, the Board reappointed Sandra Miller and Diamond Staton-
<br />Williams to the Adult Care Home Community Advisory Committee for a three-year
<br />term ending July 31, 2027; including an exception to the length of service
<br />provision of the Appointment Policy for Ms. Miller.
<br />(F-2) Appointments - Mental Health Advisory Board
<br />Past Directors of the Department of Social Services have always been
<br />represented on the Mental Health Advisory Board. Hollye McCallum has been hired
<br />as the new Director of Social Services and has agreed to represent the Department
